Summary

The County of Chester is looking for a dedicated individual with strong analytical, interpersonal, and writing abilities for the role of Child Welfare Case Manager within the Intake/Investigatory Unit. The key responsibilities include: addressing allegations of maltreatment (physical, sexual, emotional); conducting thorough investigations to evaluate risk and ensure child safety; performing home visits, facilitating client transportation, and conducting interviews to collect vital information while preparing detailed reports. Maintain accurate and accessible records, provide resources and referrals to community services, and testify in legal proceedings. Collaborate with educational institutions, law enforcement, judicial systems, medical professionals, and community organizations. The ideal candidate should be adept at managing multiple priorities in urgent situations, skilled in documenting interactions, and able to maintain focus in a dynamic environment.

Minimum Requirements: A Bachelor’s degree in Social Sciences or a related field, or a Bachelor’s degree with at least 12 credits in Social Sciences. Candidates must possess two years of paid experience in social services or six months of experience as a GPS Specialist.

This position may require working outside of standard business hours.

A valid driver’s license and access to a personal vehicle are mandatory.

Clearances for Child Abuse, State Police, and FBI are required.

Writing skills will be assessed during the interview process.

Completion of a pre-interview online assessment is necessary.

Bilingual candidates (English/Spanish) are encouraged to apply.

Essential Duties
  • Evaluate situations to determine if a child is at risk of harm in compliance with regulatory standards.
  • Investigate complex cases involving serious physical harm and sexual abuse.
  • Apply knowledge of Child Protective Services Law and Juvenile Act.
  • Prepare staff for court presentations, including training on court procedures.
  • Develop individualized treatment plans based on client needs in accordance with regulatory guidelines.
  • Ensure timely documentation of assessments, reports, and summaries.
  • Monitor client engagement and progress in programs according to established case management standards.
  • Coordinate necessary referrals and services.
  • Maintain comprehensive reports and records in line with regulations and agency policies.
  • Participate in meetings with partner agencies related to client services.
  • Provide guidance and support to new caseworkers.
  • Attend ongoing training throughout the year.
  • Maintain a professional public image in accordance with county and agency policies.
  • Perform additional duties and special projects as required.
Qualifications/Preferred Skills, Knowledge & Experience

Minimum Requirements:
  • Bachelor's degree in Social Work or related field.
  • Two years of experience in social services or six months as a GPS Specialist.
Preferred Skills, Knowledge & Experience:
  • Three or more years of experience in Child Welfare case management.
  • Training and experience in investigations.
  • Strong public speaking and training skills.
  • Ability to navigate complex systems and prioritize effectively.
