Job Overview:

The International Rescue Committee (IRC) is expanding its Home Study and Post-Release Services (HSPRS) for unaccompanied minors across the United States. This initiative is a significant national project with extensive funding and ambitious objectives. The role is integral to a projected 36-month contract.

Program Objectives:

The Home Study and Post-Release Services Program aims to:

1. Evaluate the safety and appropriateness of potential sponsors prior to the release of unaccompanied minors from custody (Home Study).
2. Provide ongoing case management support through remote services and/or in-home visits to ensure the ongoing safety and stability of children in sponsor homes, while connecting them to community resources (Post Release Services).

The Crisis Case Manager (Level 3) is responsible for conducting Home Studies to assess the capability of potential sponsors to meet the needs of unaccompanied children upon their release from custody, as well as providing Post Release Services to address the needs of both children and sponsors.

Key Responsibilities:

- Conduct initial in-home assessments with children and sponsors, followed by weekly in-person follow-ups for the first 45-60 days based on the needs presented.
- Develop personalized service plans that guide the delivery of high-quality, trauma-informed case management services.
- Perform comprehensive assessments to recommend reunification of children with potential sponsors, including interviews with relevant parties and completing thorough documentation.
- Continuously monitor changes in behavior and conditions that may affect the safety and well-being of children.
- Provide crisis intervention as necessary, coordinating with Child Protective Services, law enforcement, and other stakeholders.
- Take the lead on cases involving significant safety concerns or crises, while supporting Level 2 Case Managers when appropriate.

Referral and Connection Services:

- Facilitate access to various services including legal assistance, educational programs, medical care, immigration support, and family counseling.
- Maintain accurate documentation of all interactions, referrals, and case progress in electronic files.
- Build and sustain relationships with community service providers.

Qualifications:

- Master's degree in social work, psychology, sociology, or a related field with direct clinical experience; or a bachelor's degree with a minimum of five years of relevant experience.
- Bilingual proficiency in Spanish and English.
- At least two years of experience in case management, including intakes, assessments, and service documentation.
- Experience working with children and families in various settings such as foster care, child welfare, or related fields.
- Proven ability to manage complex client situations with a focus on safety and protection principles.
- Familiarity with local social services and the ability to navigate the system effectively.
- Self-motivated with strong problem-solving skills and the ability to prioritize tasks.
- Willingness to travel as needed, including evenings and weekends.
- Proficiency in Microsoft Office and virtual communication platforms.

Working Environment:

This position primarily involves virtual case management, with occasional in-person meetings as required. Flexibility in work hours is necessary to accommodate the schedules of sponsors and children.
