Job Title: Director of Clinical Services

Join the Public Schools of Brookline team as we seek a highly skilled and dedicated Director of Clinical Services to lead our district-wide guidance program and serve as our civil rights coordinator.

Job Summary:

The Director of Clinical Services will oversee the development and implementation of a comprehensive K-12 guidance and counseling program, ensuring alignment with district policies and procedures. This role will also serve as the district's civil rights coordinator, responsible for ensuring compliance with state and federal laws, regulations, and guidelines that prohibit discrimination on the basis of race, color, national origin, sex, or disability.

Key Responsibilities:
  • Develop and implement a district-wide guidance and counseling program, including policies, procedures, and other components.
  • Supervise and evaluate designated counseling staff, including coordinators.
  • Provide regular updates and ongoing best practice and innovations in the guidance curriculum to ensure district-wide horizontal and vertical alignment.
  • Collaborate with the Senior Director of Clinical Services and Social-Emotional Learning and other OSS leaders to design and implement professional learning for staff, students, and parents/guardians.
  • Develop and implement programs that support students' academic and social-emotional learning.
  • Assume responsibility for his/her own professional development, staying current with the literature, new research, and improved techniques in school counseling.
  • Perform such other tasks and assume such other duties as may be assigned by the Deputy Superintendent of Student Services.
Civil Rights Compliance Coordinator:
  • Coordinate and monitor the district's compliance with state and federal laws, regulations, and guidelines that prohibit discrimination on the basis of race, color, national origin, sex, or disability.
  • Regularly review district and building publications to ensure that they include an annual Notice of Nondiscrimination, including contact information for the district's Civil Rights Compliance Officer, the Director of Human Resources, and the Senior Director of Educational Equity.
  • Ensure that the district uses effective methods to annually inform all students, parents, and employees about the district's discrimination complaint procedure.
  • Coordinate revisions to district policies and procedures, as necessary, to ensure that they are up-to-date and consistent with current requirements under state and federal civil rights laws.
  • In collaboration with the Office of Human Resources and the Department of Educational Equity, ensure annual training to all staff regarding bias-related incident reporting, including policies, investigation process, and remedies as appropriate.
  • In collaboration with the Office of Human Resources and the Department of Educational Equity, develop and provide annual employee training regarding civil rights requirements, employee obligations, complaint procedures, and related district policies and procedures.
  • In collaboration with the Department of Educational Equity, respond to students, parents, staff, administrators, and others who report possible civil rights violations, discrimination, or discriminatory harassment.
  • In collaboration with the Department of Human Resources and Department of Educational Equity, coordinate and/or conduct investigations of discrimination complaints in accordance with the district's Policies and procedures.
Section 504 of the Rehabilitation Act of 1973:
  • Serve as primary point of contact for ADA/504 compliance.
  • Coordinate training for building-level Section 504 coordinators, and ensure that they are trained to fulfill their job responsibilities.
  • Participate on Section 504 teams as needed.
  • Collect and maintain all Section 504 data, such as Section 504 plan, evaluation reports, and related records, lists of eligible students, discipline records, etc.
  • Develop a systematic process for monitoring both district-and building-level compliance with Section 504 requirements, including, but not limited to, Child find responsibilities, written notice to parents/guardians, team-based decision-making regarding evaluation and placement of students, periodic re-evaluations of all students who are eligible under Section 504, and manifestation determination requirements for disciplinary changes in placement.
  • Ensure parents/guardians of homeless youth and unaccompanied youth are informed of their educational rights and related opportunities available to their children and provide meaningful opportunities for parents/guardians to participate in the education of their children.
  • Work with guidance counselors to provide information and support regarding programs and services for students. Aggregate community resource information as needed.
  • Serves as the district's Foster Care Point of Contact.
McKinney-Vento Homeless Student Assistance Act:
  • In collaboration with the Office of Registration, serves as the district's Homeless Student Education Liaison.
  • Assist school staff with the identification of homeless students and maintenance of documentation of residency status.
  • Stays current with laws, regulations, and policies, which impact homeless students and foster youth and shares that information with school administrators.
  • Ensure homeless/foster youth are enrolled and have a full and equal opportunity to succeed in school.
  • Assist homeless youth and their families with resources or other services they may need through coordination with social services and community organizations.
  • Maintain knowledge of community resources and work collaboratively with community agencies supporting families.
  • Ensure parents/guardians of homeless youth and unaccompanied youth are informed of their educational rights and related opportunities available to their children and provide meaningful opportunities for parents/guardians to participate in the education of their children.
  • Work with guidance counselors to provide information and support regarding programs and services for students. Aggregate community resource information as needed.
  • Serves as the district's Foster Care Point of Contact.
