Job Summary

We are seeking a highly skilled Senior Data Analyst to join our team at the Texas Department of Aging & Disability Services. As a key member of our Provider Finance Department, you will be responsible for performing complex data analysis and data visualization assignments to support our residential foster care programs and non-Medicaid Long-term Services and Supports services.

Key Responsibilities
  • Develop and Implement Data Analysis Solutions: Design and execute complex data analysis to determine payment rates for various programs and services. Develop, update, or automate pro forma rate models and create or update performance dashboards.
  • Stakeholder and Staff Communications: Interface with various department staff, provider industry representatives, and other stakeholders to provide complex information and answer inquiries.
  • Conduct Training and Technical Assistance: Provide guidance and management to department staff on complex technical and analytical methods used in rate determination. Represent the department at meetings with external and internal stakeholders.
  • Draft Documents and Presentations: Prepare written briefing documents and presentations related to research and data analysis for decision-making by executive staff.
  • Promote Improvement and Innovation: Contribute to the continuous improvement of department processes through ongoing initiatives, including solutions to automate, building efficiencies, and maintaining consistency across multiple rate models and calculations.
Requirements
  • Advanced knowledge of Microsoft Excel.
  • Skill in data visualization development, including data model creation, advanced calculations, and interactive dashboards.
  • Skill in performing queries, extracting and joining data, and loading data using SQL and/or other query languages.
  • Skill in working with streaming data and unstructured data from multiple data sources.
  • Ability to translate complex data into user-friendly information.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to implement and use new technology and work processes to enhance decision-making.
  • Ability to build, establish, and maintain effective working relationships.
