Pipeline Safety and Compliance Specialist

This role involves handling a diverse range of complex assignments within the pipeline safety department, requiring technical expertise, innovation, and fundamental judgment.

The position applies specialized regulatory, system, and operations knowledge to provide recommendations to engineering, operations, gas control, human resources, and management to ensure compliance with federal pipeline safety regulations.

This role leads the development and maintenance of company operations, maintenance, and emergency response procedures; public awareness outreach, damage prevention program support, and operator qualification programs; and serves as a company representative during Pipeline & Hazardous Materials Safety Administration (PHMSA) inspections.

Responsibilities
  • Leads the annual review process and management of change efforts to ensure Kern River's operations & maintenance manual is up to date and in compliance with Pipeline & Hazardous Materials Safety Administration regulations.
  • Continually reviews PHMSA websites, educating self and others of changes required to remain compliant.
  • Tracks new procedures and revisions through development, review, and management of change process and ensures proper approvals are secured.
  • Controls and maintains the quality, style, and internal consistency of procedures.
  • Maintains the change history of all procedures.
  • Evaluates operating data and records, test and inspection data, and other documentation required to verify the adequacy of procedures and ensure the integrity of pipeline facilities.
  • Administers Kern River's Public Awareness program.
  • Prepares the annual Public Awareness Plan and conducts and documents the annual review meeting.
  • Works with vendors to complete planned public awareness campaigns and track program effectiveness.
  • Represents Kern River at the Utah Pipeline Association for Public Awareness and serves as an officer.
  • Attends face-to-face meetings with stakeholder groups.
  • Explores and develops new public education options, such as an email-based emergency responder program and school programs.
  • Administers and monitors Kern River's Operator Qualification program, ensuring regulatory compliance.
  • Develops new covered tasks as needed.
  • Participates in quarterly committee meetings to develop industry common covered tasks and training.
  • Ensures appropriate programs are in place to track qualifications and ensure covered tasks are performed by qualified individuals.
  • Supports the department and Kern River's special permit compliance audits and renewal process.
  • Assists in the completion of a detailed plan for the preparation of the application for the required submissions and renewals of Kern River's maximum allowable operating (MAOP) special permit.
  • Conducts audits of facilities, records, and procedures, to ensure compliance with company procedures, regulations, and insurance stipulations.
  • Analyzes and interprets technical and regulatory developments and recommends use of or response to these developments.
  • Communicates results in oral and written reports.
  • Researches and analyzes data such as specifications, codes, and regulations and manuals to determine feasibility of design, fitness for service, and/or appropriate application.
  • Verifies that work products conform to applicable codes, standards, specifications, and requirements of internal/external business partners.
  • Maintains master copy of Kern River's emergency response manual.
  • Plans and administers mock emergencies.
  • Prepares and conducts emergency response training.
  • Participates in emergency response during any pipeline emergency to provide technical expertise in area of proficiency and ensure effective business resumption.
Qualifications
  • Bachelor's degree in technical field or equivalent experience and at least six years of relevant experience.
  • Typically, six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.
  • Experience in pipeline safety regulation and law, pipeline safety operational compliance requirements, and pipeline facilities.
  • In-depth knowledge of pipeline operation, construction, and standard industry practices and thorough knowledge of Pipeline Hazardous Materials Safety Administration regulations applicable to Kern River.
  • Highly effective oral and written communication skills.
  • Ability to function independently with minimal direction on related tasks.
  • Advanced analytical and problem-solving skills.
  • Negotiation skills, public speaking, and interacting with a wide variety of professions and operating personnel.
  • Ability to prioritize and manage multiple tasks and/or projects concurrently, including projects or tasks of major scope or complexity.
  • Proficient with analytical software and desktop programs (Microsoft Excel, Microsoft Word, and Microsoft Outlook).
  • Valid driver's license and ability to travel to remote locations, including out-of-area travel.
  • After-hours work as needed.
