Job Summary

The Municipal Association of South Carolina is seeking a highly skilled Information Technology Manager to oversee the planning, implementation, and maintenance of all voice, data, and network computer systems. This full-time position will provide technical assistance to Association staff and report to the Chief Operating Officer.

Key Responsibilities
  • Plan, coordinate, and manage the daily activities of the Information Technology Department to ensure stable and secure IT network functions.
  • Direct and supervise the IT support specialist.
  • Research, analyze, and evaluate IT systems to recommend solutions that meet Association goals and requirements.
  • Develop, present for approval, and implement an annual IT budget.
  • Develop, implement, and test IT policies and procedures for the efficient and effective management of IT systems.
  • Plan, implement, and maintain computer hardware/software systems, including local and wide area networks, internet/intranet servers, network access portal, storage area network, data center UPS, and fire suppression system.
  • Ensure the availability and quality of voice communications systems; monitor system performance and security; and oversee the performance of an annual security audit.
  • Research, review, and approve computer hardware, software, and telecommunications purchases to ensure compatibility with existing systems.
  • Troubleshoot and resolve problems with computer hardware, software, and other equipment and provide support for MASC system users.
  • Ensure the timely backup of system data and manage the offsite storage of backed-up data drives.
  • Restore operations critical to the resumption of business and business processes after a malfunction or disaster.
  • Allocate and monitor staffing resources to ensure IT projects are delivered on time and within the identified scope.
  • Research and recommend vendors to develop and deliver appropriate business solutions and serve as liaison between staff and vendors to ensure effective solutions are delivered.
  • Negotiate and manage vendor contracts/renewals for maintenance and support of IT systems.
Requirements
  • Associate's degree or education and training equivalent to two years of college education in information technology, computer science, information systems management, or another computer-related field.
  • Eight years of experience in a computer network environment supporting end-users and planning and implementing hardware/software upgrades and replacements. Supervisory experience is strongly preferred.
  • Excellent interpersonal, detail orientation, analytical, problem-solving, critical thinking, decision-making, and communication skills; and the ability to think strategically and work as a team player.
  • Great project management skills, including organization, planning, time management, and prioritization.
  • Prefer experience with Active Directory, VMware, Citrix, SharePoint, MS Exchange Server Hybrid environment, M365 admin center for managing users, subscription licenses, Exchange, Teams, and Teams Voice.
  • SC driver's license.
