The Maryland Department of Transportation (MDOT) is responsible for the ownership, operation, and maintenance of significant toll facilities, including bridges, tunnels, and turnpikes throughout the State of Maryland.

Nature of Work:
MDOT is in search of an Investment Portfolio Administrator with a strong background in institutional investment management, particularly in bond portfolios.

The Investment Portfolio Administrator will oversee an investment portfolio valued at approximately $1 billion, adhering to the investment policy, board directives, and established benchmark indices.


Key Responsibilities:
1. Duration-targeted total return portfolio management for reserve accounts;
2. Cash flow modeling for matched funding capital accounts;
3. Portfolio modeling, including analysis of term structure, option-adjusted duration, and convexity in relation to benchmark bond indices;
4. Trade execution, which includes notifying senior management, soliciting through trading platforms such as Bloomberg, evaluating bid/offer spreads, and resolving trade settlement issues;
5. Total return performance calculations using internal rate of return while incorporating external cash flows, market values, and accrued interest;
6. Performance attribution analysis against benchmark indices;
7. Preparation of board meeting reports and compliance with state reporting requirements, including performance comparison tables, fiscal and monetary policy insights, economic/rate environment assessments, and investment policy adherence;
8. Management of contracts for analytical, trading, and investment accounting systems;
9. Collaboration with Treasury Unit staff on investment accounting and working capital management.

The selected candidate will report directly to the Director of Treasury & Debt and will be part of the Finance Division.

PREFERRED QUALIFICATIONS:

Education:
A bachelor's degree in finance, economics, or a related field from an accredited institution is required.

A graduate degree in finance or designation as a Chartered Financial Advisor is preferred, along with active or inactive SEC licenses (e.g., Series 7 General Securities Registered Representative, Series 65 Uniform Investment Advisor).


Experience:
A minimum of seven (7) years of experience in the investment industry is required.

At least three (3) years of this experience should involve institutional bond portfolio management, focusing on total return measurement against benchmark indices, securities trading, credit analysis, and relative value assessment.


The ideal candidate will demonstrate:
1. Expertise in total return and duration-targeted management of bond portfolios relative to benchmark indices;
2. Proficiency in option-adjusted duration management and relative value application;
3. Familiarity with Bloomberg and other securities trading platforms;
4. Strong analytical and credit analysis skills;
5. Excellent presentation and communication abilities, with the capacity to convey complex concepts to senior management;
6. Independent judgment, high accuracy, and a conservative approach;
7. Experience in developing investment policies and selecting benchmarks.
