This role encompasses a multi-grade career progression. The primary duties outlined below reflect the full performance level of GS-11. At the GS-07 level, you will undertake tasks of a more limited scope and with reduced autonomy, progressively gaining the expertise required for the GS-11 level. Promotions are contingent upon satisfactory performance, availability of higher-level responsibilities, and funding.

The main objective of this position is to manage all facets of the Research Service's financial program in collaboration with the Administrative Officer (AO) and the Associate Chief of Staff (ACOS) for Research. This includes strategic planning, preparation, and execution of both immediate and long-term financial strategies for the Research Service. The role necessitates the ability to formulate budgetary plans, forecasts, and reports, as well as interpret data from ORD, individual VA Research programs, Fiscal Service, and other relevant sources.

This position serves as the primary expert in fiscal management, budgeting, logistics, and contracting. Responsibilities include:
  • Acting as a specialist on budgetary policies, regulations, and guidelines related to research funding.
  • Providing administrative support to align with the strategic planning objectives of R&D.
  • Exercising discretion in decision-making to maintain budgetary balance and prioritize critical areas.
  • Offering procedural and regulatory guidance on fund availability and restrictions.
  • Ensuring that obligations and expenditures comply with relevant research and procurement regulations.
  • Reviewing and validating grant budget requests for completeness and appropriateness.
  • Conducting budget-related tasks for the R&D Service, including formulation, presentation, and execution of budgets.
  • Performing audits and analyses on fund management throughout the fiscal year, utilizing qualitative and quantitative methods to evaluate research funding and plans.

Work Schedule: Monday - Friday (8:00 AM - 4:30 PM)

Telework: The VHA supports telework as a means to attract and retain talent, enhance productivity, and prepare for emergencies. This position may allow for telework, with eligibility discussed during the interview process.

Education: Candidates must meet the criteria for Superior Academic Achievement (SAA) or possess one year of graduate-level education relevant to the position. Alternatively, one year of specialized experience equivalent to at least the GS-5 level in federal service is acceptable.
