Loan Processing Specialist

This role is situated within a State or Area Office of USDA/Rural Development (RD).
The individual in this position will manage loans that are either issued or backed by the government, along with grants for small-scale commercial ventures.

Eligibility

- Evaluate and assess preapplications, applications, and all related documentation to establish loan or grant eligibility, entering data into the relevant automated systems.
- Draft comprehensive loan/grant recommendations for supervisory review.
- Facilitate a range of servicing actions for less complex loan cases.
- Collaborate with program specialists and/or supervisors to create and execute outreach and marketing strategies for the servicing area.
- Must be a U.S. Citizen or U.S. National.
- Males born after 12/31/1959 must be registered with Selective Service or exempt.
- Subject to a satisfactory background investigation and/or fingerprint check.
- Completion of a one-year probationary period is required unless previously served.
- Direct Deposit is mandatory for all federal employees.
- Must successfully pass the E-Verify employment verification check.
Applicants must fulfill all qualifications and eligibility criteria by the announcement cutoff dates, including specialized experience and/or education as outlined below.
For the GS-9 level: Candidates must possess 1 year of specialized experience equivalent to at least GS-07; or its non-Federal equivalent, demonstrating experience in assisting higher-graded specialists with loan underwriting, such as processing mortgage, business, or commercial loans up to the final approval stage by a specialist with loan approval authority. This includes examining applications, credit reports, and other supporting documents, or assisting loan specialists with servicing activities on loans OR hold a Master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR an LL.B. or J.D., if related. Equivalent combinations of education and experience are acceptable at this grade level.
Undergraduate and Graduate Education: Relevant fields of study include finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other areas pertinent to the position, such as agriculture, agricultural economics, farm management, or rural sociology.
Additional Information
To qualify for this position, new hires must be cleared to begin work once the results of the fingerprint check and review of necessary documents have been assessed and deemed satisfactory. A favorable credit check is also required as part of the background investigation.

Evaluation Process
Applicants will be assessed based on how well they meet the qualifications outlined above. Applications will be evaluated in accordance with the Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Candidates meeting the basic minimum qualifications will be categorized as Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive priority over non-veterans. Category placement will be determined based on the quality of experience and the extent to which candidates possess the following knowledge, skills, and abilities (KSA) or competencies:
- Knowledge of Building Standards, Costs, Specifications, and Contracts
- Understanding of Commercial and Community Program servicing requirements.
- Familiarity with Commercial and Community Programs loan and/or grant making requirements.
