About the Role

We are seeking a highly skilled IT Applications Analyst Programmer II to join our team at the State of North Carolina. As a key member of our application development team, you will be responsible for designing, developing, and implementing software applications to support the business needs of our organization.

Key Responsibilities
  • Analyze user requirements and develop the architecture of applications, including database design
  • Assist users in solving business problems using supplied hardware and software
  • Perform or oversee the development, testing, and debugging of applications and provide documentation as requested
  • Integrate applications with in-house and third-party software
  • Perform server and database management
Requirements
  • Working knowledge of full stack development,.NET Framework and.NET Core, web programming, relational databases, source control management, issue tracking systems, and Microsoft Windows
  • Ability to work independently and in a team environment
  • Ability to write, modify, test, and debug software applications using programming languages and database systems required by the Information Systems Division
  • Ability to present information clearly and concisely, both orally and in writing
  • Ability to maintain composure and work cooperatively with legislators, legislative staff, colleagues, and the public on a daily basis

  • Knowledge of Windows desktop development
  • 5 years programming experience with proficiency in the C# programming language
  • Extensive experience with JavaScript and front-end development and design
  • Experience developing ASP.NET MVC web applications
  • Familiarity with MS SQL Server, Entity Framework, and.NET Core, React, and WordPress
  • Familiarity with business concepts and accounting principles
Education and Experience
  • Bachelor's degree in information technology, computer science, or related field of study from an accredited institution and at least one year of progressive experience in computer programming; or
  • Bachelor's degree from an accredited institution and at least three years of progressive experience in computer programming; or
  • An equivalent combination of education and experience
