Position Title:
BUDGET ANALYST II
Pay Grade: 7

Reporting To:
Director of Finance and Purchasing
FLSA Status: Non-Exempt
Classification Status: Classified

Role Purpose:

This position is responsible for managing the daily financial operations associated with the organization, which includes: conducting audits on all financial activities, maintaining inventory records, processing payments, posting invoices, and managing accounts receivable; coordinating the receipt of goods and services; addressing inquiries from staff; providing support within the finance department; and assisting in the preparation of the annual budget.


Key Responsibilities:
  • Maintain monthly and annual inventory records, including furniture and departmental supplies.
  • Request quotes and place orders for necessary items.
  • Continuously monitor and maintain grant equipment inventory.
  • Review financial reports for assigned counsel on a monthly, quarterly, and annual basis.
  • Conduct audits of financial activities, including expenditures related to assigned counsel and probation.
  • Prepare reports for Small and Emerging Business Enterprises.
  • Generate monthly reports, along with statistical and trend analyses.
  • Assist with travel requests and employee reimbursements.
  • Provide coverage in the absence of finance staff.
  • Prepare quarterly expenditure reports for each Judge.
  • Ensure quality assurance for reports, grants, and budget reviews.
  • Assist in developing fiscal policies and procedures.
  • Complete account closures, check voids, and reissues using the organization's financial software.

Additional Duties:
  • Process and reconcile accounts payable and receivable.
  • Review and prepare purchase requests.
  • Verify invoices for accuracy and appropriate funding sources.
  • Update general ledgers and logs.
  • Communicate with vendors regarding financial matters.
  • Open purchase orders for various departments.
  • Distribute legal publications to staff.
  • Respond to financial inquiries from staff.
  • Train staff on fiscal processes and forms.
  • Assist the Director of Finance and Purchasing in budget development.

Qualifications:
  • Bachelor's degree in accounting, business administration, or a related field, or equivalent experience (2 years of related experience may substitute for each year of required education).
  • Three years of experience in financial accounting.
  • Proficiency in Microsoft Office applications.

Preferred Qualifications:
  • Five years of experience in financial accounting.

Competencies:
  • Ability to evaluate and audit data using established criteria.
  • Ability to supervise and coordinate activities effectively.
  • Ability to operate equipment and tools necessary for the role.
  • Ability to perform basic mathematical calculations.
  • Ability to interpret instructions and exercise independent judgment.
  • Ability to maintain performance under pressure.
  • Ability to work collaboratively in a team environment.
