Civil Engineering Project Specialist

Harris is seeking a Project Engineer with a specialization in water resources to join our innovative Design & Engineering team.
Key Responsibilities
  • Engage in project design and permitting, construction coordination, and maintain regular communication with stakeholders.
  • Design water transmission and distribution systems, pumping stations, sanitary sewer systems, stormwater management systems, and water treatment facilities.
  • Assist in the preparation and evaluation of engineering plans, specifications, legal documents, correspondence, reports, and proposals.
  • Participate in meetings and liaise with clients, governmental bodies, and various regulatory agencies to ensure compliance with project regulations.
  • Conduct site visits, data collection, and meetings as necessary.
  • Act as a liaison between various municipalities and private engineers, surveyors, developers, and the public.
  • Oversee and coordinate the work of sub-consultants, ensuring adherence to established standards.
  • Collaborate with state, county, utility companies, and other agencies for project approvals and construction processes.
  • Represent Harris and Associates and various municipalities at multiple meetings.
  • Support the administration of State and Federal grant funding applications.
  • Assist in the issuance of encroachment permits for various municipalities.
  • Contribute to the preparation of proposals and other marketing materials.
Qualifications & Skills
  • A minimum of three years of engineering experience.
  • Possesses a comprehensive understanding of design projects and coordinates detailed aspects of engineering work, including PS&E activities, project-specific analyses, calculations, and modeling.
  • Experience in hydraulic modeling using software such as EPA SWMM, Innovyze ICM, InfoWater, InfoSWMM, PC SWMM, HEC-RAS, etc.
  • Engineer In Training (E.I.T.) Certificate is required; Professional Engineering (P.E.) License is preferred.
  • Ability to manage multiple priorities and meet deadlines effectively.
  • Exhibits a positive attitude, self-motivation, and a sense of urgency to deliver high-quality work.
  • Demonstrates an entrepreneurial spirit with the potential and desire to lead a practice and manage clients and a team.
  • Proficient in computer applications including AutoCAD, Civil 3-D, MicroStation, Word, and Excel.
  • Exceptional written and verbal communication skills.
  • Possesses a valid CA Driver's License.
Compensation & Benefits
The annual salary for this position ranges from $85,000 to $105,000, contingent upon the experience and expertise of the selected candidate.
