Reports To: Director of Planning and Community Development
POSITION SUMMARY: The Planning Manager is responsible for providing leadership and strategic oversight to the Tribe's Planning Division. This role involves managing daily operations, including budget oversight, community relations, and addressing customer inquiries.
KEY RESPONSIBILITIES: The successful candidate will be expected to perform the following duties:
- Oversee and direct all programs within the Division, including planning initiatives, grant writing, strategic project planning, and community development efforts focused on infrastructure, housing, and transportation while prioritizing sustainable energy solutions.
- Facilitate internal and external communications, including the creation of white papers, requests for qualifications and proposals, and the development of complex policies and Tribal ordinances.
- Coordinate construction efforts, including advanced facilities planning, funding development, community outreach, contract management, and compliance with construction grants and contracts.
- Manage the development of budgets for the Planning Division and assist with the Tribal Transportation Program budgets.
- Establish, implement, and monitor the goals and objectives of the Planning Division.
- Deliver presentations to the Tribal Council and conduct public meetings to gather community feedback.
- Oversee all aspects of the Tribe's transportation program, including maintaining the Long-Range Transportation Plan, developing strategic plans, and managing capital projects related to transportation.
- Set priorities for grant writing and funding development for the Tribe.
- Review and update Planner position descriptions to align with Tribal priorities and programs.
- Perform additional planning and grant writing tasks as assigned by the Director.
SUPERVISORY ROLE: This position includes supervisory responsibilities.
QUALIFICATIONS: Candidates must possess the following skills and abilities:
- Excellent written and verbal communication skills, with the ability to engage with both professionals and community members regarding Tribal priorities.
- Proven ability to present information effectively to diverse audiences.
- Strong understanding of business principles, including procurement, budget management, and cost analysis.
- Demonstrated experience in grant writing.
- Ability to work independently and collaboratively in a team environment.
- Proficiency in MS Office applications and willingness to learn new software tools.
- Exceptional organizational skills.
- Prior experience working with Tribal organizations is highly desirable.
- Typing proficiency of at least 45 words per minute.
APPLICATION REQUIREMENTS: In addition to the application form, candidates must submit:
- A sample of a grant application they have independently prepared, along with contact information for verification.
LANGUAGE AND MATHEMATICAL SKILLS: Candidates must be able to read and interpret business documents and write reports and correspondence. They should also possess the ability to perform calculations involving percentages, proportions, and basic algebra.
REASONING ABILITY: The ability to solve practical problems and interpret various instructions is essential.
PHYSICAL DEMANDS: The role requires regular reaching, sitting, talking, and occasional lifting of up to 25 pounds. Close vision is necessary for computer use.
WORK ENVIRONMENT: The work environment is generally quiet, with reasonable accommodations available for individuals with disabilities.
DRUG FREE WORKPLACE: Candidates will undergo drug and alcohol screening as part of the hiring process.
INDIAN PREFERENCE: Indian Preference will be applied in accordance with the Tribe's hiring policies.

EDUCATION and EXPERIENCE: A Master's Degree with 2 years of relevant experience or a Bachelor's Degree with 4 years of relevant experience in business administration, grant writing, project management, or community planning is required. Management experience is preferred.
