Job Summary:
We are seeking a highly skilled Environmental Protection Specialist IV to join our team at the Texas Department of Aging & Disability Services. This is a challenging and rewarding role that requires a strong background in environmental protection and compliance.

Key Responsibilities:
  • Conduct complex environmental inspections, including AHERA, Hazard Communication, Environmental Lead Abatement, and Asbestos in New Construction inspections, to ensure compliance with state and federal regulations.
  • Investigate complaints related to asbestos in schools, environmental lead abatement, hazard communication, and asbestos in new construction.
  • Review and evaluate inspection reports, asbestos management plans, asbestos abatement specifications, environmental lead abatement inspection/assessment reports, remediation plans, and occupant protection plans.
  • Provide training to new inspectors and mentor them on how to conduct inspections in accordance with state and federal regulations.
  • Provide technical assistance to the regulated community and the public on public health laws and regulations.
  • Serve as a team lead during complex inspections and investigations.
  • Assist inspectors with training and technical questions when conducting inspections at various sites.
  • Represent the department at administrative hearings and serve as an expert witness as needed.

Requirements:
  • Knowledge of state and federal environmental laws, rules, and regulations, including the Texas Asbestos Health Protection Rules (TAHPR), Federal Asbestos Hazards Emergency Response Reauthorization Act (AHERA), and the Texas Lead-Based Paint Abatement Act.
  • Ability to conduct highly complex compliance inspections, document evidence, collect samples, and write inspection reports.
  • Ability to conduct complaint investigations and review complex documentation.
  • Ability to provide technical assistance to the regulated community and the public on public health laws and regulations.
  • Ability to work in a team environment and plan and execute tasks with minimal supervision.

Preferred Qualifications:
  • Experience in environmental protection and compliance.
  • Knowledge of regulatory and legislative processes.
  • Ability to communicate effectively with the public and other stakeholders.

Working Conditions:
  • Work is performed in a standard office environment with occasional travel to inspection sites.
  • May be required to work in a fast-paced environment with multiple priorities and deadlines.
