Overview

Under the guidance of management, this position is accountable for overseeing laboratory operations at a significant wastewater treatment facility or directing chemistry-focused research and evaluations, as well as analytical assessments related to water, sewage, effluent, sludge, and other materials within the District's laboratories.

Key Responsibilities

The following responsibilities are essential and represent core functions typical of roles within this classification. This list is not exhaustive and may include additional duties of a similar nature.

Assign, oversee, and evaluate the work of subordinate staff; manage rewards, disciplinary actions, and grievances; recommend hiring, transfers, suspensions, layoffs, recalls, promotions, or terminations. Ensure compliance with safety protocols and work regulations among team members. Assess and refine work methodologies; develop analytical techniques; establish general laboratory policies and procedures. Plan, direct, and manage the laboratory's quality assurance and quality control (QA/QC) initiatives to guarantee the accuracy of test results. Engage in the training and development of team members. Review analyses and calculations performed in the laboratory. Anticipate material and staffing needs through the budgeting process; plan for future laboratory space requirements. Collaborate with the Laboratory Information Management System (LIMS) committee as necessary.

Additional Responsibilities

Generate reports and disseminate data. Conduct tests on various materials to ensure compliance with contract specifications. Represent the organization in legal matters concerning the validity of laboratory findings. Oversee the requisition and appropriate utilization of laboratory supplies. May assume the role of the 90-day Hazardous Waste Storage Area Steward, which includes maintaining inventory, segregating chemicals by compatibility, conducting weekly inspections, and notifying the Emergency Coordinator of any leaks, spills, or releases. Perform other assigned duties as required.

Working Conditions

This role may involve exposure to various chemical and biological substances, some of which may be hazardous or toxic, as well as exposure to fumes and unpleasant odors.

Required Knowledge, Skills, and Abilities

Comprehensive understanding of wastewater treatment processes and environmental regulations. In-depth knowledge of environmental chemistry, laboratory quality assurance protocols, and research methodologies related to chemistry. Proficient in statistical methods for data analysis and interpretation. Significant knowledge of environmental monitoring and chemistry-related research concerning the land application of municipal sludge. Strong understanding of hazardous waste regulations and emergency protocols, including 24-hour Hazardous Materials Specialist-level training (and annual refresher training). Familiarity with District waste management procedures. Proficient in computer systems utilized for analysis and data storage, particularly laboratory information management systems (LIMS). Knowledgeable about analytical instruments and their operational systems. Effective communication skills, both verbal and written. Ability to manage multiple projects simultaneously. Capability to plan and supervise the work of others in a manner that fosters optimal performance and morale.

Minimum Qualifications

A bachelor's degree from an accredited institution in chemistry or chemical engineering, along with six years of full-time professional experience in conducting chemical analyses of water, sewage, or industrial waste. This experience must include at least two years in sewage treatment control and stream pollution, as well as two years in a supervisory role overseeing chemists.

Substitution

Graduate studies in chemistry or chemical engineering may substitute for the required experience on a year-for-year basis, up to a maximum of three years. Experience managing quality systems in an analytical laboratory may also substitute for the required supervisory experience on a year-for-year basis.

Promotional Requirements

A minimum of one year of service with the organization as a Senior Environmental Chemist. Civil service status as a Senior Environmental Chemist.
