The Oregon State Public Health Laboratory (OSPHL) has been dedicated to safeguarding public health since its inception by facilitating state and local efforts in infectious disease control, preventing metabolic disorders detectable at birth, and ensuring quality testing in clinical and environmental laboratories.

This is a full-time, permanent management position, not represented by a union. This recruitment may be utilized to create a list of qualified candidates for current or future openings.

Key Responsibilities:

As the Microbiology Operations Manager and Responsible Official, you will be responsible for the administrative and managerial oversight of analytical and specialized testing for infectious diseases and public health agents within the Microbiology section. Your role will encompass the effective daily operations of the laboratory. You will provide scientific and technical guidance to ensure compliance with quality standards and oversee the planning, coordination, evaluation, and supervision of all technical and operational activities and personnel within the laboratory. Additionally, you will ensure adherence to standard procedures and relevant federal and state regulations; coordinate laboratory activities with other departments and stakeholders; develop, recommend, and manage budgets; authorize expenditures; and draft specifications for the acquisition of new technology. You will also provide strategic direction for both short-term and long-term goals and technical projects.

Minimum Qualifications:

A master's degree in laboratory science, clinical microbiology, public health, or a closely related field, along with a minimum of three years of supervisory or management experience in a public health laboratory;

OR,

A bachelor's degree in laboratory science, clinical microbiology, public health, or a closely related field, with at least four years of supervisory or management experience in a public health laboratory;

OR,

Seven years of supervisory or management experience in a public health laboratory.

Desired Skills:

1. Experience in management that includes overseeing compliance and responsibility for planning, coordination, and evaluation of laboratory activities.

2. In-depth knowledge of quality systems for laboratories.

3. Advanced degree in microbiology, public health, public policy, public administration, or related disciplines.

4. Experience in personnel management, including motivation, direction, and coordination of professional and technical staff.

5. Proven ability to establish program goals, objectives, and priorities.

6. Experience in planning, directing, and coordinating complex programs.

7. Leadership experience in evaluating program performance and coordinating activities of staff.

8. Ability to analyze and interpret laws, rules, policies, and procedures.

9. Strong communication, training, team-building, and interpersonal skills to engage with professionals across various disciplines.

10. Experience in budgeting, contracting, and financial management.

11. Ability to support Public Health's role in achieving health equity.

12. Experience handling confidential information in public health or healthcare settings.

13. Experience collaborating with diverse partners and implementing health equity-focused programs.

Working Conditions: This role will be performed on-site at the Oregon State Public Health Laboratory. Frequent travel may be required, and working conditions may change at the discretion of management.
