Job Title: Associate Counsel

Job Summary:

The Associate Counsel will provide legal support to the District of Columbia Housing Authority (DCHA) in various matters related to public and assisted housing management programs. The ideal candidate will have a strong understanding of District of Columbia, HUD, and other federal laws, codes, regulations, and rules affecting public and assisted housing management programs.

Key Responsibilities:

  • Assist in the development of legal strategies and solutions for DCHA
  • Research and apply policies, procedures, goals, objectives, operational matters, requirements, and activities of DCHA
  • Conduct legal research, engage in sound legal analysis, and present the results in a clear, precise, and persuasive manner
  • Represent DCHA in Office of Fair Hearing grievance process and appeals of grievances
  • Draft regulations and other administrative matters
  • Perform special legal tasks, including conducting legal research, examining legal documents, drafting legal opinions, and conducting investigations
  • Participate in and/or supervise paralegals in the production of documents in response to discovery requests, record requests, subpoenas, and authorizations
  • Analyze and resolve routine and complex legal issues
  • Prepare monthly/bi-weekly/weekly reports and correspondence as required
  • Communicate clearly and on a timely basis on legal matters

Qualifications:

  • Jurist Doctorate (J.D.) required; with admittance to the DC Bar preferred
  • Experience stipulated by the General Counsel which meets the minimum qualifications requirement may be substituted
