Arcfield is seeking a highly skilled Cyber Systems Engineer Senior Technical Specialist to provide Systems Engineering and Technical Assistance (SETA) support in the areas of Cyber Security and Management. The ideal candidate will have a strong background in cyber security, systems engineering, and project management.
Responsibilities- Provide SETA support to improve the Information Assurance (IA) posture of a National customer.
- Support functions include IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support.
- Work with other Front Office (FO) SETAs to provide Director and Deputy Director-level support to a Group FO that consists of 5 divisions.
- Ensure briefings and other deliverables are high-quality and constructed with the final audience in mind.
- Produce high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials.
- Review, assess and produce Technical reports on CDRL items delivered by the Cyber Security Services contractors.
- Provide assessments to the customer on the cybersecurity contractor's program performance.
- Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor's performance.
- Assist in the development of execution reviews, acquisition roadmaps and transition plans.
- Develop briefings and artifacts for acquisition Readiness Reviews.
- Provide technical recaps of customer meetings with cyber security contractors.
- Inform government leads on status and progress of all projects.
- Work with government and contractor leads to address various systems engineering, system integration, and project management issues across projects.
- Analyze user needs, concept of operations, and high-level systems architectures to develop system requirements.
- Assist project managers in developing program documentation (TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, and Acquisition Strategies).
- Advise in the production and tailoring of government financial execution reports and program acquisition documentation and ensure affordable, supportable and effective program requirements are specified to meet mission needs.
- Provide support to GPMs to assure execution within the cost, schedule, and performance baselines.
- Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPM with planning, documenting, executing, and reporting of all program details (e.g., spend plans), for both current year (FY) and out-years (FYDP).
- Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.
- Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.
- Assess contractor performance using evaluation criteria and technical performance measures.
- Participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements.
- Assist in the development of technical requirements.
- Analyze policies and procedures against Federal laws and regulations and provides recommendations for closing gaps.
- Develop strategies to comply with privacy and risk management requirements.
- Facilitate the organization's Engineering Review Board and ensure its technical content (hosted on Confluence) is kept up to date.
- Working knowledge of the Zero Trust Architecture (ZTA) principles and how they can be applied to improve the organizational cyber security posture.
- 12 to 15 years with BS or 10 to 3 years with MS or 8 to 10 years with PhD.
- Must possess and be able to maintain a TS/SCI with Poly.
- Able to support customer's core hours ; Mon – Fri).
- Any 8570/8140 IA Certification.
- Ability to work customer's core hours Monday - Friday).
- Excellent communications skills - Verbal and Non-Verbal.
- Experience supporting project management and acquisitions.
- Experience with customer's Cybersecurity Processes and tools/capabilities.
- Experience in requirements analysis.
- Strong attention to detail.
- Ability to work in a team environment.
- Hands-on working knowledge of Excel and other database applications.
- Excellent oral and written communications skills.
- Ability to support Group Level GPOCs.
- Self-starter requiring limited direction and supervision.
- Bachelor of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP).
- Experience briefing senior customer personnel.
- Ability to organize and prioritize numerous customer requests in a fast-pace deadline driven environment.
- Familiarity with the RMF process.
- Experience supporting IC or DoD in the Cyber Security Domain.
- Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint.
