JOB SUMMARY

Under the supervision of the Environmental Division Director, this role is crucial for conducting environmental assessments to ensure adherence to state and county regulations regarding on-site sewage facilities (OSSF). This position is classified as Level II of III in the Sanitarian series.

KEY RESPONSIBILITIES
  • Evaluates and provides feedback on residential OSSF permit applications for regulatory compliance.
  • Conducts thorough inspections at various stages of OSSF implementation, including pre-installation, installation, and post-installation.
  • Performs inspections related to subdivisions and Water Pollution Abatement Plans (WPAP).
  • Issues WPAP suitability documentation to developers.
  • Reviews subdivision plans and plats to ensure compliance with regulations.
  • Conducts public health nuisance inspections and investigations, including sample collection and documentation.
  • Compiles evidence and prepares nuisance investigation reports.
  • Refers cases requiring enforcement to appropriate authorities.
  • Conducts stormwater inspections to ensure compliance with the Stormwater Management Program.
  • Engages with landowners, designers, and contractors to address inquiries and resolve issues.
  • Assists with public information requests and manages documentation.
  • Supports the management of maintenance records tracking systems.
  • Handles financial transactions, including cash and checks.
  • Prepares compliance reports for state and county requirements.
  • Participates in required meetings and training sessions.
  • Performs additional duties as assigned.
ORGANIZATIONAL STRUCTURE
  • Reports to: Environmental Division Director

PHYSICAL REQUIREMENTS
  • Ability to walk one mile without stopping.
  • Ability to lift up to twenty-five pounds.
  • Ability to interpret plans visually.
  • Must be able to operate a motor vehicle.
WORK ENVIRONMENT
  • Combination of indoor and outdoor work in various weather conditions.
  • Regular travel between work sites as necessary.
HOURS OF WORK
  • May require work outside of standard office hours.
  • May be designated as essential personnel during emergencies.
MINIMUM QUALIFICATIONS
  • Bachelor's degree with at least 30 semester hours in a basic or applied science.
  • Three years of experience in consumer health, environmental health, laboratory sciences, wastewater treatment, engineering, or sanitation, including two years focused on OSSF.
  • Proficient in Microsoft Office Suite.
LICENSES AND CERTIFICATIONS

Required
  • Registered Professional Sanitarian License from the Texas Department of Licensing and Regulation (TDLR).
  • Site Evaluator License from the Texas Commission on Environmental Quality (TCEQ).
  • Designated Representative License from TCEQ.
Required within thirty days of employment
  • Valid Texas driver's license.
PREFERRED QUALIFICATIONS
  • Master's degree in a relevant field.
  • Five years of experience in relevant areas, with three years focused on OSSF.
  • Certification as a Qualified Preparer of Stormwater Pollution Prevention Plans.
  • Proficiency in ARC-GIS software for advanced data analysis.
  • Bilingual in Spanish.
