Job Summary

We are seeking an experienced Administrative Specialist to join our team at Space and Naval Warfare Systems Command. As an Administrative Specialist, you will play a critical role in ensuring the accurate classification and compensation of positions within the organization.

Key Responsibilities

  • Review position descriptions for accuracy and recommend proper title, series, and level in accordance with classification standards and guidelines.
  • Conduct desk audits to gather and study data on job content, knowledge required, and skills involved.
  • Advise and assist management in designing positions for civilian personnel and operational requirements.
  • Determine the correct classification by comparison to existing standards or standards related to the work.
  • Explain classification decisions, impact of designated duties, and complaint and appeal procedures to employees, supervisors, and management officials.
  • Interpret and explain classification criteria and prepare and/or present advisory opinions on the classification of positions.
  • Provide consultation to managers, supervisors, and HR personnel on classification, compensation methodologies, and HRIS functionalities.
  • Conduct training sessions and workshops to enhance understanding and application of classification and compensation principles among relevant stakeholders.
  • Support the Command's FLSA Program and provide advice and/or recommend classification of non-standard, controversial, or other classification actions or FLSA determinations.
  • Analyze regulations to develop standard operating procedures or processes for the recruitment, relocation, and retention incentive program.
  • Provide tactful advice, verbally and in writing, to managers who have delegated classification authority.

Requirements

Qualifications include at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Utilizing comprehensive knowledge of position classification standards and guides, judgment, and sound position classification principles to evaluate and resolve unusually complicated problems.
  • Evaluating position classification appeals and processing actions according to applicable OPM regulations.
  • Conducting desk audits and interviewing supervisors to supplement information contained in position descriptions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

A transcript must be submitted with your application if qualifying using education.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

This position is a DA-03 FPL DP-03.

This position is eligible for part-time, substantial, or ad-hoc telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
