Position Responsibilities

ISN is actively seeking experienced professionals to enhance the Security Division's comprehensive background investigation contractor services. The primary mission involves executing a full spectrum of Background Investigations (BI) services in alignment with various Executive Orders (EOs), Security Executive Agent Directives (SEADs), Investigative Standards (IS), and FBI Policies.

In this role, you will be instrumental in fulfilling OGA and TW 2.0 requirements, identifying and assessing personnel threats that may jeopardize the FBI's mission. Most clearances required are Top Secret (TS), necessitating initial full-field Single Scope Background Investigations (SSBIs) and subsequent reinvestigations. Your contributions will ensure the FBI upholds its stringent standards and adheres to policies established by executive orders, ODNI, and OPM regarding personnel vetting.

Key Responsibilities
  • Execute all duties associated with Grades 2, 3, and 4 as required.
  • Provide expert counsel on personnel security issues.
  • Design and implement thorough security plans and programs.
  • Oversee the management of high-level security investigations.
  • Lead the formulation and execution of security policies and standards.
  • Advise senior leadership on security-related matters and best practices.
  • Develop and manage budgets for security initiatives.
  • Conduct high-level briefings and presentations on security topics.
  • Evaluate security programs for effectiveness and compliance.
  • Act as the primary contact for complex security inquiries.
  • Lead special projects and initiatives related to security.
Qualifications

Minimum Experience Requirements:

  • Fulfill all Grade 4 experience criteria.
  • Fifteen (15) years of experience in personnel security investigations or as an investigative analyst.
  • Extensive experience in developing and managing security programs at a senior level.
  • Advanced understanding of security regulations, policies, and best practices.
  • Proven capability to lead and manage high-level security investigations.
  • Strong leadership and strategic planning abilities.
  • Excellent communication and presentation skills.
  • Current TS security clearance with the ability to obtain SCI access, including passing a security CI polygraph exam.

Desired Experience:

  • Experience advising senior management on security matters.
  • Thorough knowledge of budget management for security programs.
  • Demonstrated understanding of security-related/investigative guidelines, including:
    • Federal Investigative Standards (FISs)
    • Security Executive Agent Directives (SEADs)
    • Executive Orders (EOs)
    • U.S. Code of Federal Regulations (US CFR)
    • Trusted Workforce and Continuous Vetting (CV) Programs
