Overview of the Role

The Head of Pre-Construction Operations plays a pivotal role within ENGIE's Engineering and Delivery (E&D) team, concentrating on the contracting processes for large-scale renewable energy initiatives, such as Onshore Wind, Solar, and Battery Energy Storage Solutions (BESS).

ENGIE is in search of a seasoned and driven professional with a strong commitment to renewable energy to join the E&D division. This position will report to the Head of Strategic Supply and Optimization and will collaborate closely with various segments of the E&D division and the broader ENGIE organization.

The primary responsibilities include overseeing the preparation and management of contract bidding processes and related pre-construction activities, as well as leading contract negotiations and advising the ENGIE Leadership team on contract awards. After successful contract placements, the Head of Pre-Construction Operations will ensure a smooth transition and effective support to the Director of Delivery, guaranteeing the successful execution of safe, timely, and cost-effective renewable energy projects.
  • Effective execution of this role necessitates clear and consistent coordination among multiple project stakeholders, including developers, contractors, vendors, owners, and financing partners. The Head of Pre-Construction Operations must exhibit exceptional project management capabilities and the ability to guide a project team through complex challenges. This role will also involve managing a team of six direct reports.
  • Providing project management services, coordination, and support for large and intricate wind, solar, and storage projects during the pre-construction phase.
  • Collaborating with project development teams to facilitate early project engagement and coordination efforts, ensuring a seamless transition into the delivery phase.
  • Offering delivery expertise and oversight concerning engineering design and permitting processes.
  • Directing and managing resource planning to support all pre-construction deliverables for renewable energy projects as necessary.
  • Overseeing the request for proposal (RFP) process for engineering, procurement, and construction (EPC) services.
  • Managing the commercial aspects of all project-related contract negotiations.
  • Providing direction and coordination for pre-construction activities, including site studies, surveys, preliminary engineering, and cost estimation.
  • Supporting and directing efforts to resolve various technical and specialist issues during the bidding phase.
  • Actively identifying and managing critical path issues and risks to mitigate project impacts.
  • Providing essential inputs for project capital expenditure compilation and subsequent approval processes to secure budgets for Project Delivery scope.
  • Acting as a key liaison for internal stakeholders, including development, engineering, interconnection, and power marketing teams regarding Capex input requests.
  • Coordinating and managing key project stakeholders, including Balance of Plant (BOP) and EPC contractors.
  • Providing critical feedback for major equipment procurement processes.
  • Participating in the negotiation of significant project contracts, including Major Equipment Supply Agreements and BOP-EPC Agreements.
  • Ensuring project schedules and costs are effectively managed and aligned with plans.
  • Continuously assessing project risks and maintaining a project Risk Register during the pre-construction phase.
  • Establishing and nurturing effective working relationships with all parties involved in the project development and approval processes.
  • Taking accountability for a portfolio of projects as the team expands.
  • Developing and/or maintaining departmental guides, standards, and processes to support departmental initiatives.
Qualifications
  • Bachelor's degree in Engineering or a related scientific discipline, or an equivalent combination of technical training.
  • A minimum of 10 years of project management and procurement experience in utility-scale renewable energy and/or heavy construction.
  • Project Management Professional Certification (PMP) or equivalent.
  • Experience with various project and construction management software tools.
  • Demonstrated ability to lead and direct teams across multiple work streams and projects simultaneously.
  • Advanced skills in Microsoft Software Applications (Word, Excel, PowerPoint, and Project).
  • A proven track record of leading and managing projects that meet stakeholder objectives.
  • Strong critical thinking skills with the ability to problem-solve and achieve results through effective prioritization and organization.
  • A results-oriented leader capable of working independently within a large matrixed organization while effectively collaborating with various cross-functional teams.
  • Experience in project bidding and contracting.
  • Working knowledge of OSHA regulations.
  • Excellent interpersonal and leadership skills, with the ability to communicate effectively across all interfaces, including technical specifications, report writing, and presentation skills.
  • Exceptional personal organization and time management skills, with a determination to succeed.
  • Ability to perform under pressure and meet tight deadlines.

Compensation

Salary Range: $128,400 - $196,765 USD annually.

This range represents the average expected pay for a qualified candidate. Actual salary may vary based on geography, experience, industry knowledge, education, and other legitimate factors.

ENGIE adheres to all federal, state, and local minimum wage laws. In addition to base pay, this position is eligible for a competitive bonus/incentive plan.
