Position Overview: The Federal & Utility Solutions Team at Ameresco is seeking a Construction Estimator/Preconstruction Manager. This role is pivotal in overseeing all estimating aspects of large-scale, complex energy generation and storage construction projects. The individual will support estimating activities during the preconstruction phase for multiple projects, which includes independent cost estimates, rough order of magnitude estimates, constructability assessments, bid package creation, logistics planning, value engineering, and other tasks related to design and construction management contracts.

Key Responsibilities:

  • Strategically source, solicit, qualify, and select new subcontractors for project implementation and construction services across various U.S. markets, ensuring adherence to small business and minority participation goals.
  • Assist in the development and preparation of pricing structures and breakout requests for RFP/RFQ proposals, including necessary pricing worksheets and forms.
  • Ensure compliance of project development pricing with company, industry, trade, and jurisdictional safety, environmental, and quality standards.
  • Conduct project estimating activities to deliver precise estimates of material quantities and labor across all trade categories.
  • Solicit bids from vendors and subcontractors by specifying materials, identifying qualified subcontractors, and negotiating prices.
  • Develop detailed Independent Cost Estimates (ICE) and Rough Order of Magnitude (ROM) cost estimates throughout all design and preconstruction phases, which may be utilized in client proposals or for comparison of received subcontractor bids.
  • Create comprehensive, time-phased General Conditions cost estimates based on project requirements.
  • Coordinate estimates with project engineering and development teams, subcontractors, design engineers, local permitting authorities, utilities, and construction management teams to bridge project development and execution.
  • Participate in design meetings with project teams and design engineers to ensure alignment of estimates with cost and budget.
  • Review and communicate pricing assumptions, exceptions, clarifications, and remaining allowances/contingencies with the project management team.
  • Schedule and lead pre-bid walks, including managing access requests and preparing documentation for effective bid walks.
  • Manage RFIs and issue addendums as necessary.
  • Perform additional duties as required.

Minimum Qualifications:

  • Undergraduate degree in construction management, engineering, or a related field, or equivalent experience.
  • A minimum of 7 years of recent experience in commercial construction estimating.
  • Ability to review confidential U.S. security information.

Additional Qualifications:

  • Preferred experience includes three years in utility sector estimating.
  • Full project life cycle experience (development, preconstruction, construction, closeout, and turnover) is advantageous.
  • In-depth knowledge of the construction process, including scheduling, contract administration, and resource management.
  • Proven track record in process management and leading teams from design to construction.
  • Familiarity with conceptual and hard bid estimating, quantity take-offs, and project procurement.
  • Proficiency in software such as AutoCAD or Bluebeam Revu is preferred.
  • Understanding of market conditions' influence on pricing.
  • Demonstrated ability to manage multiple priorities and foster positive business relationships.
  • Strong verbal, written, and technical communication skills.
  • Proficiency in MS Office, ProEst, Prolog, RS Means, or equivalent estimating software.
  • Valid driver's license in good standing.
  • Willingness to travel 10-25% of each working month.
