Systems Division of the Controller's Office:
The Systems Division manages the City and County of San Francisco's Enterprise Oracle and PeopleSoft Applications, which encompass various systems such as Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence. These applications, branded locally, provide a comprehensive platform delivering essential services to numerous City Departments, reducing reliance on numerous independent legacy systems. The division supports over 35,000 active City employees, 75,000 retirees, and 25,000 City vendors. The technology maintained by the Systems Division ensures standardization, transparency, and efficiency in the City's critical business processes, with full user support to promote the adoption of these interconnected functionalities.

Position Overview

The Reporting Analyst role is integral to the Business Intelligence and Reporting Team, collaborating with members of the Functional and Change Management Teams, as well as other City staff, to develop and maintain the Oracle Business Intelligence (OBIEE) system. The Reporting Analyst will engage in both functional (business process and systems analysis, testing, user support) and technical (data extraction, loading and transformation, metadata modeling, dashboard development, query optimization, and troubleshooting) activities. Proficiency with Oracle Business Intelligence tools such as Oracle ODI/OBIA/OBIEE is highly desirable.

Key Responsibilities:

- Analyze the interconnections of business processes, complex financial data, and systems to establish reporting requirements and data structures.
- Conduct fit/gap analysis and define application configuration settings.
- Collaborate with the project team on transition plans for re-engineered business processes.
- Analyze and test security roles and permissions.
- Draft technical specifications and design solutions according to specifications.
- Develop and execute system and user acceptance test plans, evaluating test outcomes.
- Provide user support and training through various formats, including in-person, phone, and workshops.
- Document business and system processes, as well as technical specifications.
- Identify, manage, and escalate issues and risks throughout the software development lifecycle.
- Perform additional duties as assigned.

Qualifications

Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science, or a closely related field from an accredited institution, or equivalent coursework totaling at least sixty (60) semester or ninety (90) quarter credits, with a minimum of twenty (20) semester or thirty (30) quarter credits in one of the specified fields.

Experience: A minimum of three (3) years in the information systems sector, encompassing system analysis, business process design, development, and implementation of business application solutions or IT project management.

Desirable Qualifications:

The following qualifications will be utilized to identify finalists at the conclusion of the selection process:

  • Practical experience with OBIA 11g (with ODI 12C), including Oracle ODI Load Plans from PeopleSoft FSCM and HCM.
  • Strong proficiency in SQL scripting and PL/SQL.
  • Experience in setting up and integrating OBIEE/OBIA/ODI with various systems.
  • Collaboration with DBAs, BI Developers, and Functional Teams to enhance performance and data quality.
  • Comprehensive understanding of Data Warehouse concepts and data modeling in extensive data warehouses.
  • Familiarity with Business Intelligence tools such as Oracle OBIEE, SAP Business Objects, IBM Cognos, and MS Power BI.
  • Experience in analyzing, documenting, and creating functional business/application solutions for large BI systems.
  • Knowledge of formal software development life cycle methodologies (SDLC).
  • Understanding of business process flows supporting complex Data Warehouses and experience in Data Extraction and Dashboard development.
  • Expertise in utilizing tools for data analysis, process documentation, and prototype solution development.
  • Senior-level experience in enterprise relational database and/or OLAP modeling and design.
