Nuclear Security Classification Specialist

This role is integral to the National Nuclear Security Administration (NNSA) under the Department of Energy. The successful applicant will function as a Classification Analyst within the NNSA Classification Division, directly reporting to the NNSA Program Classification Officer.

As a Nuclear Security Classification Specialist, your responsibilities will include:
- Acquiring and maintaining certifications for derivative classification, declassification, and Unclassified Controlled Nuclear Information (UCNI) Reviewing Official (RO) with extensive authority for NNSA.
- Assessing documents and materials produced by NNSA Program Offices, ensuring compliance with current DOE/NNSA Classification Guidance.
- Defending classification and UCNI decisions, both verbally and in writing, to senior management within NNSA.
- Conducting independent reviews of Program Office documents intended for public dissemination and providing prompt feedback on review requests.
- Performing independent evaluations for documents related to Freedom of Information Act (FOIA) and Mandatory Declassification Review (MDR) requests.
- Assessing the effectiveness and compliance of classification and UCNI programs across various NNSA laboratories, facilities, and sites.
- Reviewing and offering insights on new and existing classification and UCNI policies.
- Providing feedback on both new and established classification guidance.
Conditions of Employment

- Adherence to Homeland Security Presidential Directive (HSPD-12) regarding personal identification, necessitating two forms of ID.
- A probationary period may be required.

- Must successfully pass a pre-employment drug screening.
- Favorable suitability determination is required.
- Financial Disclosure is mandatory.
- Must be able to obtain and maintain a Q level Security Clearance.
- Certification in the DOE's Technical Qualification Program (TQP) must be achieved within 18 months of employment commencement.
A qualified candidate's application must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service. Specialized experience is defined as: Utilizing engineering methodologies to identify classified or sensitive information in programmatic, scientific, and technical documents, while providing expert evaluation of policies and procedures related to classification and declassification of scientific, technical, intelligence/counterintelligence, security, or other classified or sensitive information.
Examples of Specialized Experience:
1. Analyzing technical reports, journals, publications, and materials containing advanced and complex concepts, data, and design information.
2. Evaluating and analyzing programs and relevant guidance for adequacy and proposing revisions to higher management.
3. Ensuring that scientific and technical documents are accurately classified to prevent unauthorized disclosure of information that could be exploited by adversaries against U.S. National Security.
4. Conducting research and analysis to address problems using innovative methods; managing substantial high-level support from various internal and external sources to resolve conflicts between agencies or engineering production, management, and research requirements.
5. Composing and presenting complex, sensitive technical information and concepts related to a wide range of technical activities.
