Job Summary

We are seeking a highly skilled and experienced Civil Engineer Manager to join our team at Eaton County Road Commission. As a key member of our engineering department, you will be responsible for managing the engineering functions, supervising the engineering staff, and performing technical professional engineering tasks associated with road and bridge design and construction.

Key Responsibilities
  • Plan, organize, and direct all aspects of departmental operations, including personnel, budgeting, planning, and general administration.
  • Develop and implement departmental policies, procedures, and regulations.
  • Meet with engineers, township supervisors, and local officials to discuss road commission activities and provide information.
  • Assess department operations, staffing levels, facilities, and contractors, and make recommendations for improvements.
  • Assign or delegate responsibility for assignment of work, direct personnel, evaluate performance, and assure necessary training and professional development.
  • Supervise the preparation of documentation for federal, state, and county/township projects, including programming, construction work items, forms, estimates, and permits.
  • Supervise the preparation of estimates for construction projects on county and township local roads, and review estimates before delivery to township boards.
  • Supervise the preparation of agreements and negotiations for gravel, sand, ditch drains, grading easements, and right-of-way acquisition.
  • Supervise the preparation of the annual Act 51 certification report for county primary and local roads, and research and document information required by petitions for special assessment districts and abandonment proceedings.
  • Supervise, assign, and prepare plan and design work for future projects, and make preliminary designs and prepare cost estimates using highway and traffic engineering principles and geometric design expertise.
  • Prepare plans, specifications, and bid packages for selected designs to obtain construction bids or for construction by county forces.
  • Coordinate activities of contractors, sub-contractors, utility companies, local government officials, surveyors, and inspectors.
  • Ensure that specifications are met by contractors during construction and that a final project inspection is made.
  • Ensure that project records of activities and pay estimates are kept by staff personnel as projects progress.
  • Participate in the regional transportation planning subcommittee and report pertinent information to the engineer-manager and commissioners.
Requirements
  • Bachelor's degree in civil engineering and four years of experience in road design, construction engineering, and maintenance operations, preferably in public works design and construction.
  • Two years of supervisory experience and the ability to deal with people courteously and effectively.
  • Skill in the use of office equipment and technology, including Microsoft Suite applications, the Road Commission's maintenance management system, CAD, and other relevant engineering software and programs utilized in engineering operations.
Working Conditions

The physical demands of this position include the ability to walk extended distances, climb stairs or ramps, and lift, push, pull, and manipulate tools, equipment, supplies, and other objects often weighing up to 50 pounds.

The ideal candidate will possess excellent communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders, including engineers, township supervisors, local officials, contractors, and the public.
