Key Responsibilities

  • Develops, coordinates, and supervises public infrastructure projects, particularly in the areas of transportation, water, and wastewater systems.

  • Oversees project budgets and schedules for external consultants; manages the bidding and construction processes, and evaluates contractor selections.

  • Reviews and authorizes change orders and payment requests from contractors and consultants.

  • Prepares, signs, and seals engineering documentation, including plans, specifications, and contracts.

  • Evaluates project timelines, addresses scheduling conflicts, and ensures the successful execution of capital projects.

  • Provides technical guidance and project management support to engineering teams, consultants, and external agencies.

  • Collaborates with various municipal departments and agencies to coordinate project efforts.

  • Approves materials, methods, and specifications used in construction projects, ensuring compliance with standards.

  • Prepares and presents comprehensive reports on public works initiatives to municipal authorities and stakeholders.

  • Conducts research and analysis to inform infrastructure planning and development strategies.

  • Addresses and resolves public inquiries and concerns related to engineering projects.

  • Assists in formulating departmental budgets and capital improvement plans.

  • Represents the organization on various professional and technical committees.

  • Performs additional duties as required.

Qualifications & Requirements

  • Bachelor’s Degree in Civil Engineering or a related discipline, with a minimum of five years of relevant experience.

  • Licensed Professional Engineer in New Jersey.

Knowledge and Skills

  • Strong understanding of civil engineering principles and practices.

  • Proficient in project management and supervisory techniques.

  • Familiarity with public works design standards and construction methodologies.

  • Knowledge of local and state regulations governing municipal engineering.

  • Understanding of public works contract law and associated requirements.

Abilities

  • Capable of signing and sealing engineering documents.

  • Skilled in developing and managing project budgets.

  • Competent in making informed decisions regarding project priorities and costs.

  • Proficient in research, analysis, and report preparation for municipal stakeholders.

  • Excellent verbal and written communication skills.

  • Ability to foster effective working relationships with municipal staff and the community.

  • Proficient in engineering software and applications.

Special Requirements

  • EIT certification required, with a minimum of three years of project management experience.

  • PE licensure preferred, with a commitment to attending evening meetings as necessary.

  • Must obtain Professional Engineer registration in New Jersey within six months of employment.

  • Valid New Jersey Driver's License.
