Position Overview:
The Defense Enclave Services (DES) program at Leidos is in search of a seasoned, Agile-oriented expert to take on the role of Project Technical Lead for innovative, cloud-centric IT services supporting the Defense Information Systems Agency (DISA) and various Department of Defense (DoD) entities.

Key Responsibilities:
The selected candidate will hold a pivotal technical role, overseeing systems engineering and the design of new initiatives and enhancements to network-based IT services.

The Project Technical Lead will collaborate closely with the program Chief Engineer to formulate low-level design solutions and break down designs into actionable tasks for cross-functional teams.

Additionally, this role involves documenting engineering methodologies and processes related to the development of new capabilities as assigned by the program Chief Engineer.

Furthermore, the associate chief engineer will play a crucial role in identifying potential challenges, obstacles, and inter-team dependencies that require the attention of the program's technical leadership.


Essential Duties:
  • In partnership with the Project Manager, ensure the successful execution of engineering projects within budgetary and scheduling constraints.
  • Define project requirements and technical direction, guiding the engineering team's technical efforts.
  • Implement DevSecOps practices to automate and enhance existing system delivery.
  • Make architectural and design decisions in collaboration with the Chief Architect to align with the overall vision and roadmap.
  • Assist team members in troubleshooting technical challenges and analyzing current operations to pinpoint risks and redundancies.
  • Rapidly identify, assess, and resolve technical impediments to maintain project momentum toward defined milestones.
  • Engage with customers, stakeholders, and cross-functional team members to present solution options and drive decisions to meet stakeholder needs.
  • Work with the DES Engineering Portfolio Manager to ensure consistent execution of processes and tools across the DES portfolio and recommend improvements.
  • Collaborate with Leidos partners and key vendors to explore and leverage innovative ideas and solutions to fulfill customer requirements.
  • Identify opportunities for enhancements, including innovations aimed at improving user experience and operational efficiencies.
  • Summarize and communicate the outcomes of Analysis of Alternatives to support the authorization of selected actions or design trades.
  • Adhere to security best practices, utilizing knowledge of security policies and data protection.
  • Support the execution of the Risk Management Framework (RMF) as a liaison between cybersecurity and engineering.
  • Assist in the development, documentation, and review of standard operating procedures and knowledge base articles.
  • Mentor team members to promote their professional development and address areas for improvement.
  • Contribute to the growth of solutions and the team to support the DoD Fourth Estate with a targeted user community.

Qualifications:
  • Bachelor's degree with 12-15 years of relevant experience, or a Master's degree with 10-13 years of relevant experience.
  • Proven experience managing engineering teams, fostering communication and collaboration.
  • Advanced knowledge of technical principles, theories, and concepts.
  • Experience in designing, deploying, and managing solutions on Azure, AWS, or GCP.
  • Expertise in software-defined networking solutions.
  • Experience with virtual desktop infrastructure (VDI) environments and management software.
  • Strong understanding of networking principles including LAN, WAN, TCP/UDP, IPSec, VPN, and firewalls.
  • Experience with Infrastructure as Code (IaC) and CI/CD tools, utilizing automation platforms.
  • Familiarity with Federal Government security requirements such as NIST and FedRAMP.
  • Effective communication skills within a distributed technical team.
  • Familiarity with the Atlassian suite, including Jira and Confluence.
  • Ability to obtain IAT Level II certification or higher.

Preferred Qualifications:
  • Current IAT Level II certification or higher.
  • Relevant certifications such as Microsoft Certified Azure Solutions Architect.
  • Experience working with DISA or other DoD entities.
