Job Summary

The Massachusetts Bay Transportation Authority is seeking a skilled Capital Program Writer to support the development and publishing of the five-year Capital Investment Plan (CIP). This role will involve translating the vision and goals set by the Governor, Secretary, MBTA Board, and General Manager into an achievable portfolio of tangible capital programs and projects.

Key Responsibilities

  • Support the proposal process for competitive grant opportunities, including coordination with key stakeholders across the agency, and writing proposal content.
  • Perform research on Federal and other grant opportunities to support the Capital Program.
  • Draft narrative content that succinctly and effectively communicates the Capital Program at both the individual project and overall program level.
  • Coordinate updates to public-facing content in accordance with the annual CIP development cycle.
  • Collaborate with outreach team, web team, and others to update public-facing communications in support of the annual CIP public comment period.
  • Support development of executive-level and public-facing presentations, memos, reports, and other analysis about the MBTA Capital Program.
  • Support documentation of internal systems and development of ongoing process improvements.
  • Support development of the MBTA's five-year CIP, working closely with the MassDOT and MBTA leadership team, asset owners, project managers, and other internal and external stakeholders.
  • Support processes to identify, develop, refine, and update capital programs that advance MBTA strategic goals and/or operational performance metrics.

Requirements

  • A Bachelor's degree from an accredited institution
  • Two (2) years of relevant experience writing grants, proposals, reports and/or other relevant writing or communications experience.
  • Demonstrated ability to meet deadlines while handling multiple projects simultaneously.
  • Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Experience with MS Office, Excel, PowerPoint, and SharePoint.
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement
  • An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
