About the Role

This senior-level position will provide critical enterprise-wide support in evaluating organizational data systems and business processes for effectiveness. The successful candidate will provide guidance and direction in system enhancement and modernization, working collaboratively with multiple data collection teams, developers, project managers, data governance staff, IT staff, program staff, and leadership to improve systems, processes, and outcomes.

Key Responsibilities
  • Facilitate discussions with staff and managers about system efficiency, program support, and operational or administrative needs.
  • Study the feasibility and compare costs and benefits of modifications.
  • Collaborate with others to evaluate existing systems and plan enhancements, recommend new developments, and design future enhancements or specifications.
  • Create solutions in alignment with operational, policy, and program goals and objectives.
  • Identify data and resource requirements.
  • Maintain system-related documentation and provide training and/or technical documentation for others to train staff in the use of existing or new systems.
  • Use a systematic approach to design, modify, or adapt major programs or operations to optimize performance outcomes and achieve efficient results.
  • Establish, modify, or use existing process performance metrics to evaluate and quantify the process's capability to meet the product specifications and overall process objectives.
  • Design process performance objectives to ensure alignment to business plans.
  • Create, update, and approve documents to support the process.
  • Analyze data to identify performance trends and system ability to operate within control limits.
  • Recommend and plan actions to bring about compliance with regulations and program goals.
  • Assist management by monitoring and tracking program and operational activities and improvements.
  • Test, audit, and validate system improvements to implement performance measures.
  • Lead research studies that evaluate compliance with state and federal performance measurements.
  • Prepare findings and recommend actions to managers.
  • Identify potential risks and difficulties, and design strategies to mitigate or avoid them.
  • Collaborate with stakeholders and follow contracting guidelines to develop contractor statement of work where applicable.
  • Administer project contracts and monitor and evaluate contractor performance.
  • Recommend changes to project plan in response to unforeseen changes or unexpected results.
  • Verify quality of project deliverables.
  • May supervise future Business Analyst positions.
  • Perform other duties as assigned.
Requirements
  • Extensive knowledge of project management, typically gained by two years' experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion.
  • Advanced knowledge of organizational/business analysis and evaluation, typically gained by having successfully completed six semesters' hours of upper division business-related college coursework AND have at least three years of full-time professional experience evaluating, analyzing, and planning work; OR a Bachelor's degree in Business, Public Administration, Finance, or related field; OR at least six years of full-time professional experience evaluating, analyzing, and planning work.
  • Advanced knowledge of process improvement methodology, typically gained by two years' experience performing requirements discovery, process analysis, and preparation of reports and written documents.
  • Knowledge of business and management principles involved in strategic planning, resources allocation, production methods, and coordination of people and resources.
Preferred Qualifications
  • Extensive knowledge of business practices and needs, government regulations, laws, and agency rules specific to the education sector.
  • Knowledge of state procurement processes.
