Job Summary:

The State of Idaho is seeking a highly skilled Business Analyst to join our team. As a Business Analyst, you will play a critical role in supporting the Bureau of Developmental Disability Services (BDDS) in ensuring a cohesive approach to service delivery for individuals with developmental disabilities.

About the Role:

This is a statewide position that will report to the nearest DHW location. You will collaborate with other Medicaid bureaus and programs, external stakeholders, legislative partners, and other state agency divisions/programs to support statewide implementation of the program. Your responsibilities will include compiling, sorting, and analyzing data for the bureau's Quality Improvement Strategy, supporting 1915 waiver review, amendment, compliance, and reporting for state and federal regulation changes.

Key Responsibilities:

• Compile, sort, and analyze data for the bureau's Quality Improvement Strategy and compile reports to our federal partners.
• Work with internal and external stakeholders to develop strategies for state and federal compliance for monitoring waiver-related services.
• Work with management to analyze, recommend, and develop policy and procedures regarding services that will maximize current program resources, ensure quality, compliance, and consistency in Medicaid service authorization and program management, foster innovation, and employ best practices and support statewide implementation of the program.
• Write technical procedure documents that guide functions across the developmental disability program.
• Support state plan and waiver development and maintenance activities for waiver services.
• Work with management to draft rule changes.
• Serve as program expert for policies and procedures for adult developmental disability services.
• Serve as a subject matter expert for adult developmental disability services and systems and work with systems staff to effectuate automation changes to support approved policy.
• Represent the Department's quality assurance/quality improvement perspective on committees, task forces, work groups, and projects.

Requirements:

To be successful in this role, you must possess good knowledge of project management, organizational/business analysis and evaluation, and process improvement methodology. You should have at least two years of experience managing projects, performing requirements discovery, process analysis, and preparation of reports and written documents. Experience working with Medicaid or healthcare insurance programs and researching and analyzing data for accuracy, trends, variances, and updates to ensure acceptable policies and procedures have been followed and for compliance with Federal and State laws and regulations is highly desirable. Additionally, experience providing reports to leadership and management, good knowledge of developmental disability treatment practices and services, and experience working directly with or administering programs for individuals with developmental disabilities are preferred.
