The Systems Engineer is responsible for analyzing user requirements, operational concepts, and high-level system architectures to create comprehensive system requirements specifications. This role involves leading design and development initiatives, providing guidance to users in formulating their needs, advising on alternative solutions, and conducting feasibility assessments. The engineer will also offer technical leadership for the integration of requirements, design, and technology, ensuring that new plans and systems are seamlessly incorporated into ongoing operations.

Key Responsibilities:

  • Manage system requirements and derived requirements to guarantee the delivery of production systems that align with established system architectures, such as the Department of Defense Architecture Framework (DoDAF) and Service-oriented Architecture (SOA).
  • Contribute to the creation of essential system engineering documentation, including System Engineering Plans, Initial Capability Documents, requirement specifications, and Interface Control Documents.
  • Assist in developing system and functional requirements, allocating these to individual hardware, software, facility, and personnel components.
  • Coordinate the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews that necessitate cross-discipline collaboration.
  • Engage in an Integrated Product Team to design new capabilities based on thorough evaluations of development and operational considerations.
  • Allocate real-time process budgets and error budgets to systems and subsystem components.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define the methods, processes, and evaluation criteria for verifying systems, subsystems, and work products against their requirements in a formalized plan.
  • Develop system design solutions that meet system requirements and fulfill functional analyses.
  • Review and provide feedback on program and contract work breakdown structures (WBS), work packages, and the integrated master plan (IMP).
  • Participate in defining interfaces, designs, and configuration changes among affected groups throughout the lifecycle.
  • Understand stakeholder needs and derive lower-level requirements from higher-level allocated requirements, ensuring completeness and clarity.
  • Facilitate the establishment and approval of definitions for systems or components under development, providing a common reference for developers.
  • Develop derived requirements for Information Assurance Services, ensuring compliance with security mechanisms and protocols.
  • Implement comprehensive SOA solutions and operational views, adhering to applicable DoDAF standards.
  • Review and approve system engineering documentation to ensure accuracy and completeness.
  • Capture all interface designs in a standardized format and maintain a centralized repository for interface data.
  • Assess program risks and plan verification efforts for new designs early in the development lifecycle.
  • Prepare timeline analysis diagrams to illustrate the flow of time-dependent functions.
  • Establish a formal process for managing changes to requirements, ensuring stakeholder buy-in and traceability.
  • Maintain the technical integrity of the system baseline throughout its lifecycle, updating it as necessary.
  • Support planning and test analysis for the DoD Certification/Accreditation Process and other Government C&A processes.
  • Assist in the development and review of Joint Capability Integration Development System (JCIDS) documents.
  • Provide technical direction for the development, engineering, interfacing, integration, and testing of complex hardware/software systems.
  • Develop operational concepts that describe interactions between the system, users, and the environment.
  • Conduct quantitative analyses in non-functional performance areas such as Reliability, Maintainability, and Survivability.
  • Establish a formal procedure for coordinating system integration activities among multiple teams.

Qualifications:

Active TS/SCI clearance + FS polygraph required.

A minimum of fourteen (14) years of experience as a Systems Engineer in programs and contracts of similar scope and complexity is required. A Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited institution is required. Alternatively, five (5) years of additional Systems Engineering experience may substitute for a bachelor's degree.
