The Texas Department of Aging & Disability Services is seeking a Senior Software Solutions Analyst to engage in advanced application architecture, design, and technical analysis for cloud-based applications within the Infectious Disease Prevention division.
This role encompasses the management of planning, gathering, and analyzing user requirements, as well as creating design documents and operational procedures. The analyst will conduct intricate technical troubleshooting, architectural assessments, and comprehensive testing of applications. Providing technical support to System Analysts, Programmers, and QA Testers is essential. The position also requires some programming to diagnose and rectify defects or enhance applications, coordinating security assessments, and facilitating Agile/scrum meetings. Utilizing Jira is crucial for documenting and prioritizing project requirements, managing sprints, issues, backlog, and reporting.
The analyst will be responsible for delivering technical expertise to designated program areas, ensuring the maintenance and enhancement of existing applications, and addressing both short-term and long-term objectives.
Collaboration with stakeholders, product owners, and development teams is vital to accurately capture and translate requirements into actionable tasks.
Coordination with external teams, including Project Managers, Database Administrators, Quality Assurance, Network teams, and others, is necessary to eliminate obstacles and ensure timely project milestones.
The analyst will document, track, and communicate the current status of projects, technical challenges, application security vulnerabilities, and production-related incidents. They will create test scripts, standard operating procedures (SOPs), and best-practice guidelines. Additionally, the role includes providing training and mentorship to team members, ensuring compliance with current standards and policies.
Regular attendance is expected in accordance with agency leave policies, and other duties may be assigned as necessary. Flexibility for work outside of standard hours and travel to various work locations may be required.
Key Responsibilities:
1. (50%) Deliver technical support for cloud-based applications. Lead collaboration with IT, software vendors, and Business Subject Matter Experts (SMEs). Provide user support for software applications and PIMS components, including troubleshooting and issue management (logging, escalation, and resolution).
Guide team members in planning and analyzing user requirements, procedures, and challenges encountered during the architecture, design, and implementation of new software applications, as well as the enhancement of existing systems.
Investigate issues to identify root causes promptly. Evaluate the system to uncover opportunities for technical improvements.2. (25%) Ensure team members have the necessary resources to complete assignments. Alert management to workload issues. Troubleshoot and resolve operational incidents while tracking their progress. Prepare application specifications and review programming efforts in relation to specifications and system requirements. Participate in the recruitment process by interviewing candidates and making hiring recommendations. Assist in developing strategic plans for continuous application stack improvement and in formulating business-related budgets for system procurements. Prepare management-level reports, including priority lists and quarterly updates, and advise management on project status and progress.

(20%) Oversee the maintenance of existing applications; monitor the resolution of software development and maintenance-related issues; ensure the preparation of system-level documentation for staff and users.
Coordinate projects and maintenance activities with other IT units as necessary. Effectively interface with IT and customers to provide automated solutions to challenges. Consult with IT and customers regarding software/hardware purchases, reviewing justifications and requisitions, and making recommendations. Facilitate project meetings and prepare presentations as required.4.
(5%) Other duties as assigned may include actively participating in or supporting the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
Such participation may necessitate alternate shift patterns and/or locations.Required Knowledge, Skills, and Abilities:
