Supply Chain Procurement Leader

PURCHASING MANAGER
JOB SUMMARY:
Horner Industrial Group is in search of a proactive Purchasing Manager who will report directly to the Chief Operating Officer (COO). This role is pivotal in guiding the purchasing team to facilitate operations related to the maintenance and repair of electro-mechanical rotating equipment, including Electric Motors, Gearboxes, Pumps, and Blowers. The successful candidate will oversee three direct reports and ensure alignment with Safety, Quality, Delivery, and Efficiency standards while meeting customer requirements.
ESSENTIAL FUNCTIONS:
- Engage with operations management to analyze schedules and coordinate the procurement of materials, equipment, and supplies, enhancing productivity and minimizing waste.
- Oversee multiple facilities, either directly or indirectly.
- Utilize vendor relationships to secure optimal pricing, delivery, and quality.
- Enhance key performance indicators such as Purchase Price Variance (PPV), inventory turnover, and cash flow management linked to purchasing agreements.
- Identify opportunities for consignment arrangements, improve supplier lead times, and standardize Maintenance, Repair, and Operations (MRO) purchasing processes.
- Lead departmental meetings and contribute to production and other relevant staff meetings.
- Assess and make critical decisions that necessitate prompt and accurate responses.
- Authorize purchase orders for the acquisition of shop materials, parts, services, machinery, equipment, tools, and other necessary supplies.
- Ensure timely and accurate processing of all purchase orders, acknowledgments, confirmations, and expediting tasks.
- Collaborate with various departments to swiftly address discrepancies related to shipments, inventory, job scheduling, and invoicing issues.
- Negotiate with suppliers to achieve the best value and explore cost-reduction opportunities for overall performance enhancement.
- Draft, review, and negotiate various contracts, amendments, and extensions.
- Develop and promote Standard Operating Procedures to enhance consistency and streamline processes in accordance with ISO 9001:2015 Quality Standards.
- Expedite orders as necessary.
- Provide supplier delivery updates during daily production meetings.
- Monitor supplier quality and delivery performance.
- Guide and mentor the Purchasing Team.
- Participate in year-end physical inventory and cycle counts.
- Formulate and execute sourcing strategies and procurement plans that align with corporate objectives.
- Employ effective leadership techniques to foster motivation, performance, accountability, and respect among team members.
- Manage cross-functional relationships to optimize the use of manpower, materials, and equipment while promoting safety and quality improvement initiatives.
- Maintain a prominent and communicative presence as the leader on the shop floor.
- Perform all other duties as assigned to support the Company’s goals and initiatives.
- Minimum of 5 years of procurement experience, with at least 3 years in a supervisory role.
- A results-oriented individual with a proven track record in high-performance environments.
- Extensive experience with ERP Systems is essential.
- Proficient in MS Office applications (Excel, Word, Outlook, PowerPoint, etc.).
- Strong background in inventory management.
- Able to manage and prioritize multiple complex tasks while effectively handling daily pressures.
- Skilled in motivating, communicating, and driving continuous improvement within a team setting.
- Critical thinker with strong analytical skills.
- Solid planning, leadership, and administrative capabilities.
- Good understanding of business principles and practices.
- A BS degree in materials management, business, or organizational management is preferred.
