Job Overview
The Strategic Planner will provide essential support to the Joint Modernization Command at Ft. Bliss, TX, executing tasks as assigned by the Chief of STRATPLANS and/or the Command Group.
This role involves serving as a Strategic Planner within the Strategic Planning Section (STRATPLANS) of the Joint Modernization Command, directly aiding the Command Group's communication strategies with both internal and external stakeholders. The planner will also be responsible for creating products that effectively convey the Command Group's messaging to external audiences, including leaders from the Department of the Army, Joint Services, Future Concepts Center, Army Futures Command, Congressional representatives, and local community leaders.
Key Responsibilities:
- Utilize Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy frameworks, along with expertise in combined arms operations, to support the Army Modernization Enterprise.
- Manage special projects as directed by the MSS Project Leader, Chief of STRATPLANS, and/or the Command Team.
- Conduct liaison activities with external agencies, including representatives from 1AD and Fort Bliss, Army Futures Command, and other relevant organizations.
- Collaborate with STRATPLANS colleagues, including the Joint Visitor Bureau, Public Affairs Office, Futures Writers, and operations personnel to fulfill mission objectives.
- Engage in the planning, design, and production of materials for the annual Joint Warfighting Assessment and PROJECT CONVERGENCE experiments.
- Research, draft, and edit insights reports for the commanding general based on observations from field experimentation exercises.
- Coordinate the publication of newsletters with the Center for Army Lessons Learned, as directed by the JMC chief of staff.
- Prepare high-level information papers and talking points to support executive-level briefings.
- Develop and manage products that facilitate effective Command Group Messaging.
- Participate in section and organizational meetings for synchronization purposes.
- In collaboration with the Public Affairs Officer, monitor internal and external communications and their effectiveness.
- Prepare the organizational framework for strategic planning sessions as required.
- Assist in planning and managing engagements with Distinguished Visitors.
- Create and manage topical briefings for various audiences.
- Maintain a historical product repository for STRATPLANS via the organizational SharePoint site.
- Provide inputs for post-exercise or assessment reporting tailored for senior leaders.
- Coordinate with local community leaders and businesses to provide organizational information and resources for engagements.
- Review and edit drafts and current versions of relevant briefings and associated materials.
- Contribute to In-Progress Review sessions to support key organizational events.
- Develop content for organizational briefings, including "All Hands" and "Newcomer's" sessions.
- Facilitate coordination across the command to gather information and resources for high-level communications product development.
- Work independently while leading the implementation of logistics disciplines.
- Travel Requirements: 25% to CONUS and OCONUS locations.
Job Requirements
- Minimum of two (2) years of directly related experience.
- Experience in Brigade level and higher joint exercise planning, with at least two years in integrating Live, Virtual, and Constructive Federations, including Coalition and Joint Forces.
- ILE/CGSC graduate preferred.
- Command and General Staff College graduate preferred.
- Bachelor's degree required; Master's degree preferred.
- Secret Security Clearance required.
- U.S. Citizenship required.
- Knowledge and experience in conducting Joint and Multinational operations.
- Familiarity with Future Concepts Center, Army Futures Command, and the Army's force modernization process.
- Expertise in planning and executing brigade, division, corps, or Joint/Multinational operations/training exercises.
- Experience in planning and executing training exercises using an integrated live-virtual-constructive simulation training environment.
- Ability to create strategic messaging and translate vision into practical language.
- Experience in preparing briefings and presenting to general officers/flag officers.
- Ability to collaborate in a matrix organization with uniformed personnel, DA civilians, and government contractors.
- Proficiency in MS Office software, including Outlook, Excel, PowerPoint, etc.
