Job Title: Assistant Vice President of Compliance

The Housing Opportunities Commission of Montgomery County (HOC) is seeking a highly skilled and experienced Assistant Vice President of Compliance to join our team. As a key member of our leadership team, you will be responsible for ensuring that our organization and its divisions comply with all relevant regulatory obligations.

Key Responsibilities:
  • Oversee compliance staff and ensure that all regulatory requirements are met.
  • Analyze and interpret new legislation and regulations, and develop policy initiatives to ensure compliance.
  • Conduct compliance training and increase employee awareness of compliance policies.
  • Ensure that grievance procedures comply with HUD and Agency policies.
  • Maintain effective relationships across Agency divisions to address compliance needs and provide solutions.
  • Develop the annual compliance budget and ensure financial goals are met.
Requirements:
  • Bachelor's degree in Social Science, Business Management, or related field (Master's preferred).
  • At least Ten (10) years of experience in affordable multifamily residential compliance, with a focus on programs like LIHTC, HOME, PBRA, and PBV.
  • At least Seven (7) years in a management or supervisory role within affordable housing.
Preferred Qualifications:
  • LIHTC certification is mandatory.
  • Additional certifications such as LIHTC-Advanced, Housing Choice Voucher (HCV), HOME Certification, Assisted Multifamily Housing Manager, and Blended Occupancy are required within the probationary period.
Salary and Benefits:

Grade 29: Min: $84,701 Mid: $114,238 - Max: $143,774 | Salary determined by departmental budget- Offer commensurate with experience
