Overview:

The Department of Local Government Finance oversees the adherence to property tax assessment and local government budgeting in accordance with Indiana legislation.

This department is tasked with the publication of property tax assessment regulations and the annual review and approval of tax rates and levies for every political subdivision within the state, which includes counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.


Position Summary:

The Lead Software Engineer operates within an agency's information technology division, working under general supervision to perform application systems analysis and programming tasks.


Key Responsibilities:
The primary duties of this role include:
  • Collaborating with departmental leadership to assist in the planning, organization, and management of assigned activities;
  • Engaging with the user community to conduct research, fact-finding, and analysis to define system requirements, scope, and objectives, establish priorities, and monitor project progress;
  • Developing or modifying procedures to address complex challenges, taking into account computer equipment capacity, operational time, and desired outcomes to optimize computer utilization;
  • Creating comprehensive project feasibility studies, defining system scope, estimating project costs and timelines, and determining human resource and IT infrastructure needs for both new and existing application software systems;
  • Providing guidance, training, and coordination for less experienced software developers and application systems analysts, assisting in the development of intricate programs;
  • Possibly serving as Team and/or Project lead, responsible for the successful completion of project phases;
  • Delivering thorough documentation for new or modified information systems and application software programs, including operational procedures and manuals;
  • Drafting detailed specifications for application software development;
  • Planning and executing system tests;
  • Designing, coding, and debugging new application software programs, as well as enhancing existing programs;
  • Testing and troubleshooting both new and existing application software;
  • Executing tasks in accordance with established techniques, standards, policies, and procedures;
  • Utilizing case tools and/or application development software tools as necessary;
  • Monitoring application software systems to ensure optimal performance and execution;

Qualifications for Success:
To be considered for this position, candidates must possess:
  • In-depth knowledge of information systems design principles and contemporary design techniques;
  • Thorough understanding of policies, standards, procedures, and techniques utilized in application development;
  • Extensive experience with application development software tools and programming languages;
  • Comprehensive knowledge of information technology equipment, operations, and capabilities;
  • Awareness of the latest advancements in information technology equipment and operations;
  • Proficiency in both system and business applications, capable of working at the highest technical level across all phases of application systems analysis and programming;
  • Strong problem-solving and analytical skills;
  • Ability to comprehend and interpret complex technical manuals;
  • Capability to manage multiple application development projects and priorities effectively;
  • Excellent verbal and written communication skills.
