Purchasing Agent I

We are seeking a highly skilled and organized Purchasing Agent I to join our team at the Fiscal Branch- Frankfort Office within the Kentucky Department of Public Advocacy. As a Purchasing Agent I, you will be responsible for performing professional-level duties in the procurement of and payment of goods and services.
The ideal candidate will have exceptional planning and organizational skills, be self-directed and comfortable working with others. You will be responsible for developing contracts, monitoring purchasing for compliance with the Model Procurement Code (KRS 45A), and preparing reports to meet all procurement reporting requirements.
Responsibilities:
- Supervises staff involved in purchasing, preparation and maintenance of financial records, reports budget and accounts payable.
- Receives requests for all types of goods and non-professional services for processing in eMARS in accordance with the Model Procurement Code.
- Creates and issues requests for quotes from vendors.
- Negotiates with vendors regarding price, delivery, etc. for quotes and bid preparation.
- Monitors all purchases made for compliance with the Model Procurement Code.
Requirements:
- Graduate of a college or university with a bachelor's degree.
- Four years of purchasing experience.
- Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required college on a year-for-year basis.
- Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education.
- Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.
