Job Summary

This position is responsible for overseeing the financial operations of a unit, ensuring accurate reporting and compliance with regulatory requirements. The ideal candidate will have a strong background in finance and accounting, with experience in managing financial transactions, reconciliations, and audits.

Key Responsibilities
  • Manage the daily and monthly balancing of financial transactions, including claim settlements, fee assessments, and regulatory administration.
  • Identify and resolve discrepancies in financial transactions, and collaborate with customers and stakeholders to resolve issues.
  • Monitor revenue and expenses, and coordinate the collection, consolidation, and evaluation of financial data.
  • Lead the implementation of financial projects, including system conversions and enhancements.
  • Oversee daily testing, problem reporting, and coordination with IT to resolve system issues.
  • Provide requirements and manage back-end and regression testing of new and enhanced IT functionality.
  • Coordinate internal and external audits, including those conducted by Ernst and Young, Blue Cross Association, and government agencies.
  • Approve general ledger accounts monthly, quarterly, and annually.
  • Ensure timeliness of reporting and meeting required deadlines.
  • Comply with Sarbanes-Oxley regulations.
  • Review and approve annual reports prepared for government.
  • Manage the annual budget.
  • Develop direct report staff to undertake leading roles as subject matter experts for corporate and divisional initiatives.
  • Monitor and analyze department work to develop more efficient procedures and use of resources.
Requirements
  • Bachelor's degree in Finance or Accounting and 5 years of accounting and financial reporting experience.
  • 1 year of supervisory experience, with skills in motivation, employee development, performance management, and hiring.
  • Knowledge of accounting controls, bank reconciliations, account reconciliations, and ACR balancing.
  • Knowledge of auditing procedures.
  • Process management.
  • Clear and concise communication with appropriate word choice adapted to the audience.
Preferred Requirements
  • Knowledge of financial general ledger reporting and reconciliation.
  • Experience with general ledger applications, i.e., Oracle, Peoplesoft.
  • Knowledge of HIPAA, Sarbanes-Oxley, and GAAP Internal Controls.
  • Familiarity with terminology used in other departments for financial reporting of client services and the effect on accounting transactions.
  • Effective communication skills.

  • PC skills (Word, Excel, Access).
