Job Overview

PRS Holdings Inc. is a prominent entity in the Pavement Preservation sector, seeking a seasoned Chief Estimator to oversee our estimating department. This role is pivotal in ensuring the accuracy and efficiency of project estimates, while fostering a culture of ownership and excellence.

Key Responsibilities

  • Collaborate with estimators and project management teams to create comprehensive sections of schematic, design development, and construction documents. This includes soliciting and evaluating subcontractor bids and reviewing project plans and specifications.
  • Lead the estimating team to ensure timely execution of the entire estimate deliverable process.
  • Conduct thorough analyses of drawings and specifications to confirm the presence of required documentation and to determine the scope of work.
  • Develop detailed full-scope estimates and critically assess bid documents to identify risks and opportunities, communicating these insights to management.
  • Organize the bid team, providing strategic leadership regarding means and methods, schedules, and overall strategy.
  • Engage in technical proposals for Alternative Delivery projects.
  • Create detailed crew and production cost estimates, reviewing pricing with the estimating team.
  • Solicit and analyze pricing input from subcontractors and vendors as necessary.
  • Participate in project site pre-bid meetings, site tours, and post-bid interviews as required.
  • Accurately develop unit costs and perform technical/plan reviews when necessary.
  • Monitor actual costs versus estimated costs, maintaining a comprehensive project cost history.
  • Manage and maintain a database of subcontractors and oversee subcontractor prequalification.
  • Build and maintain effective relationships with customers, design teams, subcontractors, suppliers, and user groups, reflecting the company’s core values and striving to exceed customer expectations.
  • Develop and mentor new estimators within the team.

Qualifications

  • Demonstrated experience as a construction estimator.
  • Strong understanding of accounting principles and project management methodologies.
  • In-depth knowledge of research methodologies, data analysis, and estimation metrics.
  • Proficient with numbers and technology.
  • Exceptional expertise in bid software.
  • Meticulous attention to detail.
  • Excellent communication and negotiation skills.
  • Highly organized.

Education and Experience

  • Over 10 years of experience in preconstruction/estimating and/or operations within commercial construction projects.
  • Bachelor's Degree in engineering, construction science, or a related field, or equivalent work experience.
  • Ability to interpret architectural plans and develop accurate cost estimates.
  • Proficient in Microsoft Office, Bluebeam, and Bid2Win software.
  • Strong understanding of public works construction.
  • Excellent written and oral communication skills, with effective listening abilities.
  • Fluency in English is required.
  • Strong customer service orientation.
  • Valid driver's license with an acceptable driving record.
  • Able to manage multiple tasks and meet strict deadlines.
