About the Role

The USAID Bureau for Humanitarian Assistance (USAID/BHA) is undertaking a comprehensive review of the Food Aid and Food Security Assessment (FAFSA-3) to evaluate qualitative and quantitative data from various resilience food security activity (RFSA) stakeholders and the documentation and evaluations of RFSA initiatives. This review aims to capture the overall accomplishments of USAID's RFSA activities, identifying successful strategies, areas needing improvement, and necessary adjustments to enhance effectiveness and contextual alignment with BHA's Mission and ER4 Strategic framework.

Dexis is seeking a consultant for the role of Strategy and Process Evaluation Specialist to support the Technical Assistance Project for Economic Growth (TAP-EG). The consultant will focus on the evaluation of RFSA programs during the FAFSA-3 review, specifically examining the aspects of sequencing, layering, and integration of these programs.

Key Responsibilities

  • Lead the assessment of BHA's program portfolio from a process-oriented perspective, focusing on the sequencing, layering, and integration of programs during the review period.
  • Collaborate with the FAFSA-3 team and USAID stakeholders to evaluate BHA's programmatic strategies, particularly regarding sustainability planning and collaboration with other USAID and USG agency programs.
  • Analyze BHA's programmatic approaches, including theories of change and sustainability planning, to assess their benefits and challenges in RFSA design and implementation.
  • Investigate the co-location and interlinking of RFSAs and other USG investments in resilience zones to understand their mutual benefits and impacts.
  • Evaluate adherence to BHA's short- and long-term strategies within the program portfolio.
  • Identify strengths and areas for improvement in BHA's process and strategy implementation, providing actionable recommendations.
  • Contribute expertise to various tasks as directed by the Team Leader or BHA Activity Manager.
  • Participate in field data collection, documentation, and analysis.
  • Engage in all relevant meetings, presentations, and briefings with USAID representatives.

Qualifications

  • Bachelor's degree in a relevant discipline.
  • Master's degree in social sciences, organizational development, or business administration is preferred.
  • A minimum of fifteen (15) years of specialized experience in strategy or organizational development, ideally related to RFSA/BHA programming.
  • In-depth knowledge of BHA strategies, policies, and procedures.
  • Professional proficiency in English, both spoken and written.
  • Exceptional communication skills, both verbal and written.
  • Extensive understanding of skills development and capacity-building strategies.
  • Strong interpersonal, leadership, and collaboration skills.
  • Outstanding analytical and time-management abilities.
