Position Summary:
TJFACT is on the lookout for a skilled Facilities Operations Manager to become an integral part of our team, providing essential support to our clients in the Department of Homeland Security Office of Inspector General (DHS-OIG) in Washington, DC.

Key Responsibilities:


1. Collaborate with ASR to facilitate facility acquisitions, renovations, relocations, and closures while establishing a comprehensive asset management program to ensure staff are trained and equipped to manage government property effectively throughout its lifecycle.

2. Assist ASR in the development, management, and administration of the OIG asset management program for both personal and real property. Ensure that upon acquisition, all designated assets are accurately recorded, managed, inventoried, and assigned through to their end-of-life disposition.

3. Provide expert advisory services to management and technical personnel at OIG regarding asset management programs on a national scale, including the development, acquisition, maintenance, disposal, and management of facilities and real property.

4. Offer guidance on resolving complex issues related to a diverse range of facilities and asset management projects that impact agency-wide operations.

5. Assist in the allocation, tracking, and management of workspace for OIG employees and tenants, ensuring timely resolution of any workspace-related issues.

6. Evaluate equipment, furnishings, and fixtures to recommend necessary improvements and modifications to ensure that workspaces meet professional standards and effectively accommodate client needs.

7. Collaborate with property custodians to conduct physical inspections of assets, assess their condition, identify deficiencies, and assist in managing the asset management program, including the identification, classification, inventory management, utilization, and disposal of surplus property.

8. Support the preparation of OIG facilities for the infrastructure required to accommodate zero-emission fleet vehicles.

9. Assist in managing projects related to the maintenance, repair, and modernization of OIG facilities' infrastructure, equipment, and real property.

10. Utilize automated personal property systems to maintain necessary accounts, records, and controls while providing guidance and training to other property program officials responsible for tracking and managing U.S. government property.

11. Evaluate both short and long-term goals of the asset management program to adapt to new or evolving programs, policies, legislation, or funding requirements.


Qualifications:


- A Bachelor’s degree or higher in business, construction, engineering, logistics, or public administration.

- A minimum of five (5) to seven (7) years of experience in asset management (real and/or personal property) within the federal sector, demonstrating expert knowledge of federal leasing, construction techniques, enterprise asset management, and workspace allocation.

- Certification as a Professional Property Manager (CPPM) or Certified Property Professional Administrator (CPPA) from the National Property Management Association (NPMA).

- Comprehensive understanding of real and personal property management, commercial and government facility lease management, condition assessments, maintenance operations, repairs, and construction/renovation.
