Role Objective: Under minimal oversight, executes intricate technical tasks associated with Geographic Information Systems (GIS), including the design and development of GIS applications, while performing related responsibilities as required.
Key Responsibilities:
- Evaluates, develops, implements, and sustains processes to enhance the application of GIS technologies, addressing various functional requirements and supporting GIS program initiatives within the organization; investigates and strategizes future GIS application implementations to meet organizational demands.
- Engages with clients to comprehend and document their business information requirements; assesses initial project scope to ascertain necessary design efforts and provides recommendations on suitable personnel assignments, timelines, and deadlines.
- Organizes and sequences processing steps for the creation of database applications and visual displays that aid in operational and planning decisions.
- Employs GIS software and methodologies to conduct specialized spatial analyses, generating data layers, maps, tables, and reports; executes complex computational tasks such as analytical modeling, three-dimensional renderings, and plot creation to visualize database contents; designs and manages both intricate and straightforward analytical GIS processes, including slope analysis and land use density assessments.
- Produces technical documentation, reports, summaries, and memoranda utilizing GIS applications; maintains records, compiles data files, and generates mapping and analytical products.
- Acts as the department liaison for GIS-related inquiries; resolves issues concerning software updates, printers, equipment, and data acquisition, projection, and other GIS production challenges.
- Coordinates the assignments of analysts; mentors and delegates tasks to interns; aids in training staff and users in GIS application usage.
- Additional responsibilities may include installing and supporting commercial off-the-shelf software and associated GIS data integrations; troubleshooting and rectifying software errors and data integrity issues, ensuring operational servers are properly maintained and software services are accessible.
Minimum Qualifications:
- A Bachelor's Degree from an accredited institution in GIS/Geography, Planning, Engineering, Computer Science, or a related discipline.
- A minimum of three (3) years of professional experience in developing and implementing automated GIS geographic information systems.
- Note: An equivalent combination of relevant training and experience may be considered.
- Must possess and maintain a valid driver's license.
- Must successfully complete a nationwide fingerprint-based background check.
- Must obtain Security Awareness and National Crime Information Center (NCIC)/Nevada Criminal Justice Information System (NCJIS) certification within six months of hire/transfer and maintain recertification every two years.
Knowledge, Skills, and Abilities:
- Comprehensive understanding of GIS terminology, symbols, methods, techniques, and instruments; proficient in digitizing and data entry procedures and required programming languages; knowledgeable in planning and municipal operations, cartographic composition, graphic simulation, computer-aided design, systems development, and geographic information support.
- Strong understanding of departmental principles and practices; familiar with the rules, regulations, operating policies, practices, and procedures relevant to the organization; knowledgeable about applicable local, state, and federal laws, codes, and regulations.
- Ability to communicate effectively both orally and in writing; capable of understanding and following oral and written instructions; able to function effectively in a team environment; proficient in planning work assignments; capable of working independently and organizing and prioritizing tasks; skilled in decision-making and recommendations; able to conduct research and analysis; knowledgeable in planning and zoning information and its automation; adept at establishing and maintaining effective working relationships.
- Proficient in the use of computers, plotters, equipment, and software utilized in GIS work.
