Job Overview

KEY RESPONSIBILITIES:

The Child Welfare Specialist is accountable to the designated Foster Care Supervisor and is responsible for delivering extensive case management services in various foster care settings. This role requires significant fieldwork, including the transportation of youth, and the completion of necessary documentation and reports for relevant authorities. PRIMARY DUTIES:

  • Deliver thorough case management services to children in care, their families, and foster caregivers, focusing on placement, visitation, monitoring, service coordination, and permanency planning.
  • Conduct in-home visits with foster caregivers as mandated, ensuring a supportive environment and monitoring the living conditions.
  • Collaborate with families and supervisors to develop a comprehensive Client Service Plan, presenting it during Administrative Case Reviews.
  • Participate in all Court Hearings, providing updates on the status and progress of each case within the caseload.
  • Maintain ongoing communication with educational, medical, and service providers for the youth, ensuring all recommendations are followed and integrated into case assessments.
  • Execute diligent searches for parents when their whereabouts are unknown, making efforts to engage them if located.
  • Document all case activities and maintain up-to-date case notes, ensuring timely submission of reports for juvenile court and administrative reviews.
  • Possess knowledge of child and adolescent development, along with an understanding of trauma exposure and its effects.
  • Utilize strategies that promote healing and recovery while minimizing the risk of re-traumatization.
  • Engage with caregivers and family members by discussing the strengths and challenges faced by the youth.
  • Provide support to foster parents, adhering to all relevant regulations and standards.
  • Comply with Mandated Reporter Status requirements.
  • Be available for on-call duties as part of a rotating schedule with colleagues.
  • Attend regular supervision sessions, keeping the supervisor informed of all case developments and involving them in critical decisions.
  • Stay updated on changes in policies and procedures by participating in training and reviewing agency communications.
  • Deliver all services in accordance with established policies and procedures.
  • Complete necessary permanency documentation for approval processes.
  • Employ active listening and reflective skills to demonstrate respect and empathy, avoiding negative labeling.
  • Recognize that behaviors and responses are often survival mechanisms developed in response to trauma.
  • Ensure confidentiality for all employees, volunteers, and program participants to foster a safe environment.
  • Engage in at least two training sessions related to trauma-informed practices annually.
  • Work effectively with diverse populations to support healing and recovery.
  • Contribute to continuous quality improvement initiatives as assigned.
  • Perform additional duties as required.

QUALIFICATIONS:

  • Bachelor's Degree in a relevant human services field, ideally in social work.
  • Possession of Child Welfare Employee Licensure at the time of hire or commitment to complete the next available Foundations Training Program for licensure.
  • Must meet Foster Care Licensing standards within three months of employment.
  • Familiarity with childhood trauma and experience in environments serving youth and families affected by trauma is preferred.
  • Understanding of youth development and positive youth development approaches is advantageous.
  • Access to a personal vehicle and valid insurance is required.
  • Valid driver's license is mandatory.
  • No history of child abuse or neglect is acceptable.

This position is classified as Exempt under FLSA regulations.
