Job Summary

This role is situated within the DC Department of Human Resources, specifically in the Department of Youth Rehabilitation Services (DYRS), under the Office of Strategic Planning and Performance Improvement (OSPPI). The OSPPI is tasked with the oversight of planning, directing, evaluating, and coordinating initiatives aimed at preventing, intervening, and managing juvenile delinquency within the District. Additionally, OSPPI is responsible for establishing a comprehensive performance accountability framework that holds individuals, teams, and divisions within DYRS accountable for meeting established performance standards, identifying measurable indicators, and assessing success in achieving these standards.

Duties and Responsibilities

This position acts as a vital advisor to management, focusing on research, monitoring, evaluation, and assessment of various projects and initiatives. The incumbent will develop and implement diverse research and evaluation frameworks to support the agency's goals, particularly in the areas of juvenile delinquency prevention and intervention. Responsibilities include managing and overseeing state-level research and evaluation initiatives, ensuring accurate interpretation of regulations, and exercising professional judgment throughout implementation.

The role involves initiating and supervising research projects for the OSPPI, identifying and defining issues that require analysis, and designing research methodologies to evaluate program activities, products, services, and delivery mechanisms. The incumbent will conduct research on best practices, stay informed on relevant procedures, laws, regulations, and industry standards, and develop survey research related to DYRS topics, including the creation of data collection tools and preparation of survey data for analysis.

The individual will collaborate with DYRS and other District IT personnel to enhance case management performance and facilitate improved data sharing across organizations. Responsibilities also include providing structure, coordination, and oversight for strategic and operational planning, organizing task forces and work groups, supervising the rulemaking process, and overseeing research and information gathering. The incumbent will identify and evaluate funding opportunities, develop and manage grant proposals, and monitor grant submissions to support research initiatives. Full supervisory responsibilities will be required, including interviewing, staff selection, performance evaluations, training, and disciplinary actions. The incumbent will ensure that staff are informed of regulatory and legislative changes that affect their responsibilities, remain knowledgeable about laws and regulations relevant to the administration's functions, and make significant recommendations on procedures and policies to enhance program efficiency.

Qualifications and Education

Specialized experience is defined as experience directly related to the position that has equipped the individual with the necessary knowledge, skills, and abilities to successfully fulfill the duties of the role. To be considered creditable, the individual must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Emergency Designation: This position is designated as Emergency pursuant to Chapter 12 of the Personnel Regulations, Hours of Work, Legal Holidays, and Leave.

Residency Requirement: If the position is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, the individual must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and maintain residency throughout the duration of the appointment.

Residency Preference: When claiming residency preference, the individual is required to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. Documentation will be required to verify District residency, and failure to maintain bona fide residency for the seven-year period will result in forfeiture of employment.
