Job Purpose: The Facilities Operations Supervisor is tasked with overseeing the optimal utilization of facilities within the City of University City. This role encompasses ensuring compliance with facility standards, managing vendor relationships, enhancing customer service, and supervising both Facilities and Custodial personnel. This position reports directly to the Director of Public Works.

Essential Functions
  • Direct, assign, and coordinate the responsibilities of all Facilities and Custodial personnel.
  • Establish work schedules and authorize leave requests for the Facilities Division; manage staff attendance and leave documentation in the payroll system.
  • Organize, maintain, and follow up on regular building maintenance tasks.
  • Act as the primary liaison for approvals regarding purchases, deliveries, maintenance, and expenditures.
  • Provide initial endorsement of bid requests from General Maintenance Workers.
  • Supervise repairs, replacements, additions, and modifications of facilities and equipment by Facilities staff and/or contractors.
  • Collaborate with the General Maintenance Worker to develop and uphold emergency procedures for all City buildings and coordinate annual training sessions and safety orientations. Participate actively in the Safety Committee.
  • Conduct regular evaluations of services, vendor partnerships, and contracts to ensure cost-effective resource utilization.
  • Research and provide recommendations for necessary facility maintenance.
  • Perform and document routine inspections of facilities.
  • Develop and maintain current Facility Policies and Standard Operating Procedures.
  • Prepare project estimates and departmental budgets, and suggest priorities for repairs.
  • Build and sustain healthy networks and professional relationships.
  • Coordinate and oversee contractor services and bidding processes.
  • Manage and conduct preventive maintenance of City facilities and equipment.
  • Keep accurate records of repairs and purchases.
  • Be available for some evenings, weekends, and holidays as needed.
  • Contribute to the overall success of the City of University City.

PREFERRED TECHNICAL SKILLS
  • Perform minor alterations in plumbing, mechanical, and HVAC systems.
  • Construct and install fences.
  • Maintain sewage and potable water systems.
  • Install doors and gates.
  • Repair door locks, hardware, and latches.
  • Interpret blueprints and create rough sketches.
  • Paint with knowledge of epoxy pool coatings.
  • Replace electrical components such as switches, receptacles, plugs, circuit breakers, and motors.
  • May supervise semi-skilled laborers or custodians.
  • Maintain an inventory of supplies necessary for job functions.
  • Perform other related duties as assigned.

Supervisor Responsibilities
  • Foster a service-oriented team environment and provide coaching and training recommendations.
  • Clearly define and communicate goals and objectives within the Facilities department.
  • Ensure positive interactions in client engagements.
  • Conduct annual performance evaluations for reporting staff.
  • Guide the team in strategic planning and professional development.

Qualifications:
  • Bachelor's degree in a relevant field or five to ten years of experience in maintenance/construction, plumbing, mechanical, electrical, and custodial work.
  • Supervisory experience is preferred.
  • Knowledge of tools, methods, equipment, and materials used in carpentry, concrete work, plumbing, mechanical, electrical, custodial, and maintenance tasks.
  • Ability to comprehend and follow oral and written instructions.
  • Ability to work independently and execute work assignments with minimal supervision.
  • Mechanical aptitude and proficiency in using hand and power tools.
  • Familiarity with HVAC systems.
  • Capability to work on ladders and in elevated positions is essential.
  • Valid Driver's License and Insurance are required.
  • Exhibit a positive, proactive attitude.
  • Conduct oneself in a professional and respectful manner.
  • Demonstrated ability to lead by example.
