Job Overview

The Heavy Equipment Operator (HEO) is responsible for the construction, upkeep, and management of the sewer infrastructure, which encompasses sewer mains, drainage systems, connections, and catch basins. The individual must possess a comprehensive understanding of the methodologies and practices involved in maintaining sewer systems. Additional duties may be assigned as necessary.

Key Responsibilities:
  • Install and repair sewer mains, valves, manholes, drainage systems, and related components using appropriate methods and tools to ensure safety and efficiency.
  • Conduct excavation activities including digging, bracing, backfilling, and tamping.
  • Repair and install asphalt and concrete surfaces.
  • May require entering catch basins and sewer lines to clear solid blockages.
  • Assist contractors during municipal construction or excavation projects.
  • Interpret and adhere to specifications outlined in engineering blueprints and diagrams related to the sewer and drainage systems.
  • Identify, operate, repair, and maintain underground utilities and controls associated with the sewer infrastructure.
  • Ensure compliance with safety regulations and standards during construction, repair, and maintenance tasks.
  • Operate heavy machinery such as front-end loaders, backhoes, compactors, skid-steer loaders, vactor equipment, jetting machines, and catch-basin cleaning machines safely and effectively.
  • Utilize standard hand tools including shovels, picks, axes, saws, and wrenches.
  • Respond to emergency situations as directed and report any incidents to a supervisor.
  • Assist in emergency response efforts related to sewer and drainage system failures, including identifying issues and implementing solutions.
  • Safely collect and transport sewer effluent in accordance with Environmental Protection Agency (EPA) and State Department of Environmental Protection (DEP) regulations.
  • Report any Sanitary Sewer Overflows (SSOs) to a supervisor for necessary notifications.
  • Perform routine maintenance on equipment, including checking fluid levels and cleaning vehicles.
  • Conduct daily inspections of vehicles and report findings as required.
  • Foster effective working relationships with supervisors, colleagues, and the public.
  • Lead customer service efforts related to sewer system inquiries and issues.
  • Assist with cross-departmental emergencies involving water and sewer systems.
  • Utilize electronic work order systems for task management.
  • Provide training to new personnel as needed.
Qualifications:
  • Knowledge of safe operation principles and practices for heavy equipment.
  • Familiarity with applicable State and municipal regulations regarding equipment operation.
  • Understanding of safety rules and regulations related to the job.
  • Experience in the operation and maintenance of sewer systems.
  • Ability to identify maintenance and repair needs.
  • Strong judgment and technical skills.
  • Ability to read and interpret engineering documents and specifications.
  • Comfortable working in confined spaces and varying weather conditions.
  • Ability to lift and carry heavy objects as required.
  • High school diploma or equivalent; vocational training is a plus.
  • Minimum one year of relevant experience in sewer and drainage system operations or construction.
  • Valid Class B driver's license with air-brake and tanker endorsements.
  • Must obtain Massachusetts Hoisting License with 2B and 4E restrictions within 120 days of hire.
Work Environment:

This position requires physical stamina and agility, with exposure to outdoor elements and potential hazards associated with construction work.

Physical and Mental Requirements:

Employees must be able to perform physical tasks such as lifting, climbing, and operating machinery while maintaining focus and attention to safety protocols.
