Job Overview

HOUSING ASSISTANT POSITION:
Under the supervision of the Housing Manager, the Housing Assistant plays a crucial role in assessing the initial and ongoing eligibility of applicants and participants in the Housing Choice Voucher (HCV) Programs. This position involves executing the Authority's Housing Choice Voucher program in compliance with HUD, federal, local, and other relevant regulations, policies, and procedures. The Housing Assistant is tasked with a diverse range of technical and administrative responsibilities, adhering to established guidelines. This role also includes providing information and support to applicants, participants, and the general public regarding the Authority's policies and procedures. Additionally, the Housing Assistant may oversee clerical staff and temporary support personnel while managing special projects related to HCV program services.

KEY RESPONSIBILITIES:

The following duties are essential to the role:

Eligibility Assessment and Recertification

  • Develop and maintain effective professional relationships with clients, colleagues, and the public from diverse cultural and socio-economic backgrounds.
  • Conduct interviews with applicants or participants for housing assistance, guiding them through the completion of necessary applications, certifications, and declarations.
  • Gather relevant information regarding income, financial resources, and obligations from applicants and participants.
  • Review and assess recertification, interim, transfer, and reasonable accommodation requests.
  • Evaluate, verify, and compute information related to rent for recertification, interim adjustments, and new move-ins.
  • Clarify client responsibilities to all prospective and current clients as well as landlords.
  • Ensure adherence to proper verification methods and processing practices for each re-examination in line with HUD and Authority policies.
  • Calculate housing allowances to determine rent levels based on HUD regulations.
  • Provide explanations of rent calculations to clients and prepare necessary notices of rent adjustments in accordance with HUD guidelines.
  • Address inquiries regarding policies and practices related to the application and recertification processes in a professional manner.
  • Ensure timely receipt of all pertinent information concerning income and financial obligations to complete the eligibility process.
  • Assess known eligibility factors against established criteria to determine eligibility.
  • Review application documentation for completeness and consistency, ensuring all required signatures are obtained.
  • Discuss discrepancies or omissions with clients and establish timelines for the provision of required information.
  • Collect information from previous landlords, County Social Service Departments, and other agencies as needed.
  • Coordinate background checks for applicants and participants to verify eligibility.
  • Interpret lease agreements and contract conditions to ensure mutual understanding among voucher holders, landlords, and the Housing Authority.
  • Conduct eligibility validation studies to determine the continuation or modification of housing voucher assistance.
  • Prepare summaries and reports based on information gathered during client visits.
  • Refer clients in need of additional services, such as food assistance or social services, to appropriate community agencies.
  • Maintain accurate and timely client records and perform periodic reviews to assess ongoing eligibility.
  • Prepare various forms and documents required by Federal, State, and County governments, responding to correspondence regarding housing programs.

General Responsibilities

  • Comply with Authority and regulatory standards regarding the ethical and responsible use of materials and resources.
  • Review client non-compliance issues with management to ensure clients have opportunities to rectify issues.
  • Manage files and correspondence related to the housing choice voucher process accurately and promptly.
  • Assist in training new Housing Assistants and support staff.
  • Document and investigate complaints from voucher holders, scheduling discussions to address concerns or referring issues to management for resolution.
  • Maintain confidentiality and security of sensitive materials.
  • Perform additional duties as assigned, including cross-functional support during peak periods or staff absences.
  • Ensure punctuality and attendance in accordance with scheduled work hours.
  • Process payments related to overpayment agreements with landlords and program participants.
  • Handle mail delivery and collection as necessary.
  • Maintain proficiency in office equipment and software relevant to job functions, including Microsoft Office Suite.
