Job Overview

Position Summary:

ISI Professional Services is seeking a qualified Mechanical Engineer with a strong background in the construction sector to deliver Owner's Representative construction management services for a Department of Defense (DoD) client. This role involves overseeing a portfolio of construction projects exceeding $300 million in value, encompassing various scales and complexities. The Mechanical Engineer will offer extensive mechanical engineering knowledge and construction management assistance to support the DoD client. The ideal candidate will collaborate with senior government project managers and contractor project managers, contributing to a comprehensive construction program. Strong leadership skills, teamwork capabilities, and the ability to work autonomously are essential. ISI is looking for a proactive individual who communicates effectively, takes initiative, and demonstrates project ownership.

Key Responsibilities:

  1. The primary responsibility will be to assist in engineering and design activities related to pre-construction phases. The secondary role involves supporting project managers overseeing awarded construction contracts.
  2. Facilitate Government acquisition processes for both architectural/engineering services and construction projects by coordinating efforts across various Government working groups.
  3. Provide expert knowledge, particularly in managing and supervising studies and designs for new construction, renovations, and enhancements to real property facilities, including mechanical, electrical, and plumbing (MEP) utility systems.
  4. Deliver engineering support and analysis to the Government in managing awarded study and design contracts. Review the work of A/E contractors and provide comprehensive written reports of findings to the Government.
  5. Assist the Government in conducting site evaluations, field surveys, and site visits to assess constructability and compliance with codes. Develop draft scopes of work, validate requirements, and participate in pre-bid conferences. Engage in risk analysis walkthroughs and value engineering initiatives.
  6. Support the Government's development of technical requirements, scopes of work, cost estimate analyses, and schedules for A/E services, including studies, reports, and drawing reviews. Provide reviews, analyses, professional opinions, ideas, alternative solutions, and recommendations.
  7. Conduct design technical reviews from initial concepts to finalized design drawings. Manage and maintain the submittal review process.
  8. Independently schedule, lead, and participate in weekly project progress meetings and monthly program progress meetings to assess schedule advancement, identify deviations from the accepted baseline schedule, and evaluate risks to long-term project and program health. Assess schedule risks and propose mitigation strategies.
  9. Work independently to gather requirements and data from other engineers, project managers, or clients in a professional manner, ensuring timely and complete submissions.
  10. Maintain construction administration data using Excel, web-based software, and files to aggregate metrics and create briefing tools for senior leadership.
  11. Regularly prepare and present project status briefings, develop and maintain performance matrices, and produce well-crafted technical reports. Prepare written and oral reports for Government leadership and program managers, regularly briefing senior leadership.

Preferred Qualifications:

Experience working with the Pentagon WHS is highly desirable.

Required Qualifications:

  1. Bachelor's degree in Mechanical Engineering with a minimum of 10 years of mechanical engineering experience OR 15+ years of experience in the design, construction, or operation of chillers, cooling towers, controls, pumps, fans, air handling units, and heat exchangers, along with experience in managing construction projects exceeding 250,000 square feet, and a Professional Engineer (PE) License.
  2. Must be a U.S. Citizen.
  3. Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).
