Job Summary

The Quality Manager will lead efforts to ensure the highest quality of care is delivered by Institute on Aging's (IOA) On Lok PACE on-site medical clinic. This role will be responsible for continuously improving patient care, health outcomes, satisfaction, and safety within a regulatory framework, while upholding best practices and achieving operational efficiencies.

Key Responsibilities
  • Conduct quality improvement activities to enhance the organization's performance
  • Develop and manage the Quality Dashboard for the clinic, including data collection, tracking, analysis, and reporting of quality measures and indicators
  • Document and monitor all written quality improvement policies, procedures, and plans for the program
  • Oversee annual updates to the Quality Assurance Improvement Plan (QAIP) and provide ongoing support to ensure its execution throughout the year
  • Lead staff trainings on QI topics, including incident reporting
  • Collect, monitor, and provide required data for reports related to oversight activities between IOA and contracted partners
  • Attend required meetings to report on QI and oversight activities
  • Provide program compliance oversight, monitoring, and reporting to the Leadership Team, ensuring program compliance with State, Federal, and local regulations, including quality indicators outlined in contract agreements
  • Adhere to sensitive timelines and deadlines for various reports and meetings
  • Partner with Leadership to oversee corrective action plans (CAP) and provide ongoing monitoring of CAP-related activities to resolution
  • Track credentialing, onboarding, training, and annual requirements for center employees and on-site contractors to ensure regulatory compliance
  • Lead, facilitate, organize, schedule, and prepare materials for required QAIP
  • Attend meetings, take minutes, and follow-up activities
  • Develop infrastructure to ensure NCQA compliance with business partners, including Business Intelligence, Technology Services, and program leadership
  • Engage with community stakeholders and internal leaders to develop quality metrics and support the Quality Department at IOA
  • Promote a culture of quality throughout the organization, with a strong presence in the clinic and participation in program operational activities, as needed
  • Use metrics to identify internal opportunities for process improvements and implement process improvements with Leadership
  • Coordinate and organize organization-wide client satisfaction initiatives, including client surveys
  • Develop quarterly monitoring of IOA client satisfaction process improvements with data elements and present to various leadership teams
Requirements
  • B.A./B.S. degree
  • 3+ years' experience working within quality in a managed care plan or healthcare setting
  • Prior quality improvement experience required
  • Prefer quality certification or advanced quality education
  • Knowledge and experience in quality improvement
  • Demonstrated experience and strong skills around data collection, analysis, data visualization/Tableau reporting, and dashboard creation
  • Strong technical skills surrounding electronic health records, data reporting, and presentation
  • Strong organizational skills and ability to track information quickly
  • Demonstrated written and oral communication skills
  • Strong follow-through and proactive thinking skills
  • Ease, flexibility, and resourcefulness working on front-line, interdisciplinary teams
  • Proficiency in information systems: Microsoft Word, Microsoft Excel, PowerPoint
  • Ability to structure and conduct audits and chart reviews
